SENIOR OFFICER FOR GREEN GROWTH POLICY AND GOVERNMENT LIAISON
The Senior Officer will be responsible for:
- Leading technical assistance in green growth and investment policy and proposal development while overseeing the project’s alignment with national goals and priorities, exploring potential areas of partnership, maintaining strategic relationship with government stakeholders to enhance project’s seamless execution and operational efficiency.
- Contributing technical inputs for partnership development for the GGGI country program across diverse portfolios at sub-national, national, and regional levels.
- Strategic communications, serving as crucial conduit between the Country Representative and Project Manager and diverse range of stakeholders, particularly government counterparts.

PURPOSE
The Senior Officer will be responsible for:
- Leading technical assistance in green growth and investment policy and proposal development while overseeing the project’s alignment with national goals and priorities, exploring potential areas of partnership, maintaining strategic relationship with government stakeholders to enhance project’s seamless execution and operational efficiency.
- Contributing technical inputs for partnership development for the GGGI country program across diverse portfolios at sub-national, national, and regional levels.
- Strategic communications, serving as crucial conduit between the Country Representative and Project Manager and diverse range of stakeholders, particularly government counterparts.
ENGAGEMENT
- Lead technical assistance in analyzing, developing, or implementing policy, programme, project pipelines, or guidance notes on green growth and green investment. Specific areas include a) green rehabilitation investment plan for scaling up Climate-Smart Agriculture adoption in Karakalpakstan, b) lending capacity development for green-finance private sector, c) Nationally Determined Contribution (NDC) enhancement in the agroforestry sector, and d) other GGGI policy advisory and green investment projects.
- Engage government counterparts, experts, development partners, and Civil Society Organizations to translate GGGI strategy and expertise into innovative solutions and service offerings.
- Drawing on professional networks to acquire information and knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output.
- Lead stakeholder intelligence gathering, mapping, and engagement and facilitate communications, consultation, partnership development with priority investors, government, and various stakeholders to draw on best practices.
- Maintain frequent formal and informal contact with counterparts in other organizations.
- Understands the project cycle and is able to provide managerial support within the Tashkent and Nukus Offices.
- Assesses delivery issues and builds partnership with national counterparts that build common understanding of policy priorities, areas of cooperation, and coordination for project activities.
DELIVERY
The candidate is expected to deliver the following:
- Lead the analysis of green growth and investment strategy and policies and development of program and project pipelines.
- Provide strategic and technical inputs to policy recommendations on Climate Smart Agriculture (CSA) scaling up and NDC enhancement in the agroforestry sector and facilitate the stakeholder coordination within corresponding ministries.
- Facilitate key decision-making process through effective coordination with government counterpart, development partners, investors, and the Project Steering Committee members.
- Ensure trusted relationship building and management with government partners.
- Provide strategic policy and investment advisory on CSA model scaling up and replication, NDC enhancement, and other green growth and investment issues to Country Representative and Project Manager.
- Facilitate seamless project execution within the given timeframe by coordinating activities with key government stakeholders and project partners, including leading and organizing project activities such as consultations, validation meetings, Project Steering Committee, and field visits based on work plans and budgets.
- Capture lessons learned to support continuous improvement and facilitate information sharing to internal and external stakeholders.
- Coordinate with project staff to increase project effectiveness and efficiency.
REQUIREMENTS
QUALIFICATIONS
- Postgraduate education (or equivalent professional experience) in the field of Agricultural/Environmental/Development Economics, Policy/Political Science, Sustainable development, Finance/Investment, Environmental/natural resources management, or other related subjects.
- At least 8 years of relevant postgraduate professional experience.
- Demonstrated experience in strategic policy and investment document development relevant to green growth.
- Strong cross-sectoral understanding of development challenges in Uzbekistan, and of Uzbekistan’s green growth policy and investment context.
- Outstanding interpersonal, engagement, and consensus-building skills, ability to foster strong relationships with key government agencies, private sector and understand their needs.
- Experience in project cycle management, leadership of project teams.
- Experience in engaging with multiple stakeholders, including financial institutions, government institutions, NGOs, civil society, others.
- Excellent fluency in English, Russian and Uzbek Languages, both written and verbal required.
FUNCTIONAL
- Experience in policy analysis, project development and implementation relevant to green growth sectors, ex. Sustainable Landscapes, Climate Smart Agriculture, Low Emissions, and NDC enhancement.
- Ability to develop and maintain strong relationships with government partners and various stakeholders.
- Ability to perform in demanding atmosphere and self-motivate to produce quality results in timely manner.
- Thorough knowledge of the key policy and strategic documents related to green growth in Uzbekistan, and the leading institutions involved in their implementation, and ability to apply this knowledge for project development and stakeholder engagement.
- Ability to apply green growth concepts to diverse sectoral contexts, and to conceptualize, communicate and facilitate dialogues on these with diverse stakeholders in Russian, Uzbek and English languages.

WORKING CONDITIONS
The Senior Officer for Green Growth Policy and Government Liaison holds the X9 national grade level. As per the GGGI Staff Regulations of July 2023, Uzbekistan’s national position graded X9 starts from $39,780. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. The chosen candidate is expected to be based in Tashkent, Uzbekistan.

In 2021 GGGI signed a Memorandum of Understanding (MOU) with the State Committee for Ecology and Environment Protection of the Republic of Uzbekistan (now Ministry of Ecology, Environmental Protection, and Climate Change) in support of UN resolution A/RES/70.1, Transforming our world: the 2030 Agenda for Sustainable Development and Paris Climate Agreement. Both Parties agreed to cooperate in strengthening the national, sub-national, and local green growth planning, financing, and institutional frameworks; increasing green public and private investment flows; improving South-South Cooperation and evidence-based knowledge sharing; and advancing thought leadership for green growth in Uzbekistan.
In July 2021 GGGI Uzbekistan launched the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address the impact of the Aral Sea Crisis (Aral Sea GRIP project).” Funded by Korea International Cooperation Agency (KOICA), it has assisted in introducing climate-resilient agribusiness models to communities of most disaster-affected districts to pursue disaster-resilient sustainable livelihoods and providing policy, financing, and investment frameworks to allow these to be scaled up. In February 2023, GGGI Uzbekistan joined hands with Agence Française de Développement (AFD) to implement the “Support for the realization of a pilot Strategic Environmental Assessment (SEA)” to identify sectorial policy/programs to be the SEA subject and support mainstreaming of the SEA approach in policy planning for sustainable tourism development.
The GGGI Uzbekistan Country Office is hosted by the Ministry of Ecology, Environmental Protection, and Climate Change (MEEPCC) in Tashkent, and has a field office in Nukus, embedded within the Ministry of Investment and Foreign Trade of the Republic of Karakalpakstan.
