SENIOR OFFICER, LANDSCAPES

POSITION SUMMARY

The Senior Officer, Landscapes will lead a small team of landscapes and agriculture professionals, and undertake project management of the project “Building Long-Term Climate Resilient Agriculture and Landscapes Through Enhanced Tools, Governance, Investment and Implementation in Lao PDR”, in collaboration with the Ministry of Agriculture and Forestry, Government of Lao PDR and the Agence Française de Développement. The Senior Officer’s primary goal is to ensure robust and long-lasting results at all levels of engagement, and the Senior Officer will have the opportunity to affect real change and impact to support improvements in sustainable landscapes management in Lao PDR. This requires expertise in agricultural markets, agricultural value chains, agro-forestry, landscapes management and green finance, green investment and/or green growth policy making. Sound knowledge of climate change mitigation and adaptation in the agriculture sector, as well as of key linked sectors, such as forestry, water resources, biodiversity and hydropower will be a significant plus.

PURPOSE
  • Provide high quality technical expertise in policy, investment planning and capacity development on agriculture, landscapes management, green investment and investment planning in the context of the need to enhance climate change resilience.
  • Provide associated leadership in the agriculture and landscapes sector, including in terms of low-carbon investment projects and technologies for emissions reduction, and agriculture resilience building.
  • Lead capacity development and tool dissemination to project beneficiaries regarding resilient agriculture and landscapes management and investment planning.
  • Lead sub-national investment planning for resilient agriculture and sustainable landscapes, including associated underlying studies and assessments, and support climate and landscape modelling for long-term climate change adaptation in the agriculture sector.
  • Engage with government and private sector to scope, identify, and originate agriculture sector investment projects for private, public, climate and carbon financing.
  • Ensure alignment of GGGI Lao PDR’s agriculture and sustainable landscapes work with the Government of Lao PDR’s strategies, targets and directions.
  • Analyze barriers of implementation of priority agriculture and sustainable landscapes interventions and estimate costs and investment requirements.
ENGAGEMENT
  • Lead day-to-day communication around climate smart agriculture and sustainable landscapes management with counterparts in Government of Lao PDR at national (central), provincial, district and village levels.
  • Lead project planning, project monitoring and evaluation, stakeholder management, budget planning and management contract management, and key results delivery associated with the project.
  • Coordinate with GGGI experts and other GGGI units at country level to ensure high quality delivery of project activities and outputs.
  • Undertake day-to-day management of project team, staff, interns, consultants and consulting firms as needed for project delivery.

 

DELIVERY
  • Effectively lead and plan project activities and targets, and track and monitor progress through standard tools within GGGI’s management processes and systems and ensure that key performance indicators are met and/or exceeded.
  • Identify project delivery issues and ensure effective supervision of project activities and resources to ensure attainment of objectives against established timeframes.
  • Develop execution modality and documents for the assigned project, and capture lessons learned to support refinement and improvement of the execution modality.
  • Ensure that social, environmental and other safeguards and co-benefits, including poverty reduction, gender mainstreaming, indigenous peoples and other key safeguards are adequately mainstreamed and/or applied in all deliveries and outputs.
  • Ensure successful completion and delivery of the project deliverables.

 

REQUIREMENTS
QUALIFICATIONS
  • An advanced degree (master’s or graduate degree) relevant to agriculture, forestry, rural development, sustainable development, environmental management, or forestry/agri- economics and finance. At least 8 years of relevant professional experience working on agriculture, landscapes, rural development, green finance and/or environmental management in Lao PDR at national, provincial and/or local levels
  • Understanding of climate change mitigation and adaptation in the context of the agriculture sector and landscapes management more generally.
  • Experience working on agricultural markets with small stakeholders and experience engaging with and/or working for the private sector on environmental issues will be a plus
  • Experience with forest and wetlands restoration and/or ecosystem services protection will be a plus.
  • Candidates will need to demonstrate experience with projects funded by international development partners
  • Exceptional skills in building productive working relationships with colleagues, field offices, stakeholders, donors and other partners
  • Strong writing skills, including experience preparing proposals and undertaking business development
  • Experience managing technical teams on agriculture, finance or environmental projects, and securing sound project delivery in the field
  • Strategic thinker and solutions-oriented manager with good ability to multitask and work in a matrix environment
  • Good knowledge in monitoring and evaluation systems within a performance-based management context, and experience working with social and environmental safeguards will be a plus
  • Experience working on emissions accounting, analysis, and scenario development will be a plus
  • Excellent analytical skills, critical thinking ability, and data gathering skills.
FUNCTIONAL
  • Native Lao language skill and excellent communication skills in English
  • Excellent understanding of agriculture and landscapes policy and governance in Lao PDR

  • Experience in policy formulation, capacity building and multi-stakeholder engagement within the technical areas

WORKING CONDITIONS

The Senior Officer, Landscapes, GGGI Lao PDR is an X9 National Staff Level in GGGI salary scale. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.

ABOUT GGGI IN LAO PDR

In Lao PDR, GGGI has been working since 2017, when the Government of Lao PDR became a Member of GGGI. The country office operates a growing portfolio of engagements across a range of sectors including solid waste management, sanitation and wastewater management, climate action and governance, electric mobility and clean energy, green growth planning, carbon markets and green finance, and adaptation and resilience building. The country office operates embedded workspaces in the Ministry of Planning and Investment, Ministry of Natural Resources and Environment and the Ministry of Public Works and Transport at central level, as well as the Vientiane Capital, Champasak Province and Vang Vieng District, with a new field office in Kaysone Phomvihane City scheduled to open in 2024.

Following requests from the Government of Lao PDR, and in partnership with the Agence Française de Développement, GGGI will start to provide technical advisory in the landscapes sector, with a focus on agriculture. This new project, called “Building Long-Term Climate Resilient Agriculture and Landscapes Through Enhanced Tools, Governance, Investment and Implementation in Lao PDR”, will strengthen the ability of the Government of Lao PDR to channel investments towards the implementation of long-term climate resilient agriculture, leading to reduced loss and damage from extreme climate events or slow onset trends, increased productivity and yield within the agriculture sector and improved livelihood security. To support implementation of this project, GGGI is seeking a team leader who will manage this project and the project team. This Senior Officer, Landscapes will bring strong agriculture, agro-forestry, land-use, landscapes and/or green finance expertise to the project and contribute to the development of GGGI’s technical advisory services in this landscapes sector in Lao PDR. This colleague will be GGGI Lao PDR’s focal point and lead expert on sustainable agriculture and landscapes management.
