Senior Officer, MRV Registry Coordination

POSITION SUMMARY

Reporting to the Country Representative, the “Senior Officer, MRV Registry Coordination” will ensure the timely and quality day-to-day coordination, technical inputs, monitoring and reporting related to the implementation of the project.

The overall objective of the assignment is to design and pilot the national integrated Monitoring, Reporting and Verification (MRV) system and NDC Tracker for Ethiopia. The project coordinator would work with experts from the country, regional and global teams to ensure the project meets the objectives of which it was set.

PURPOSE
  • Carry out the project manage role to meet the goal and objective of the project
  • Coordinate the project implementation, work distribution across the team and assists members to balance competing priorities; monitors work progress; provides substantive technical inputs and necessary support.
  • Carry out a gap assessment for the existing MRV registry to ensure it is fit-for-purpose to deliver a well-functioning national, sub-national, sectoral and sub-sectoral MRV system
  • Ensure effective functioning of the MRV program and GHGs data measurement methodologies and data collection tools
  • Support country and international communications and outreach campaigns
ENGAGEMENT
  • Build and strengthen relations with country’s MRV focal points and line ministries and/or agencies for data collection, research, interviews, meetings and other coordination efforts
  • Advise country representative with data driven substantive inputs and analyses on project activities, implementation, progress and timelines
  • Collaborate with other country and project teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations with partner governments and other key stakeholders to capture and integrate their changing green growth needs and manage “client” expectations
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders.
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adoption of the GGGI approach
DELIVERY
  • Set up a National Steering Committee in line with the existing institutional arrangements and sector coordination for Ethiopia’s climate action, stakeholders mapping, capacity needs assessment report and legal and policy requirements.
  • Produce a GHG inventory software update assessment report through updating and operationalizing the integrated MRV system, update Ethiopia Environmental Protection Authority (EPA) Green House Gas inventory software tools
  • Conduct pilot testing and deliver capacity building program for key experts
  • Develop an M&E Indicators, measurement guidelines to harmonize Ethiopia’s MRV and M&E system
  • Ensure overall monitoring of all approved work plan activities for the project and producing timely and quality progress reports with gender disaggregated data and donor compliance with ongoing strengthening of internal monitoring and evaluation systems
  • Ensure timely and quality reporting to donors including start-up workplans/detailed project implementation plans, baseline reports, annual workplans, progress reports, etc.
  • Organize and manage work of staff and consultants under the project to ensure high quality and timely delivery of the outputs
  • Organize periodic evaluations of projects as necessary.
  • Organizes forums to share successes and program learnings with donors, partners and peers.
  • Participate in and/or take the lead in key project workshops and meetings as required.
  • Prepare and submit the monthly, quarterly and annual reports and any other required reporting according to GGGI procedures.
  • Lead the preparation of the annual evaluations and the end of project audit.
QUALIFICATIONS
  • Master’s degree in Econometric, Mathematics, Statistics, or International Development preferably with specialization in an area pertaining to MRV
  • Preferred at least 8 years of professional work experience in MRV system development; strategy development and stakeholder management, preferably in an international setting.
  • Proven track record in international development project management including participatory planning, report writing and financial management
  • Strong experience in participatory processes and institutional coordination-based work
  • Proven success as a People Leader – teambuilding, mentoring, with exceptional skills in building productive working relationships with team colleagues, field offices, donors and other partners
  • Good knowledge in monitoring and evaluation systems within a performance-based management context.
  • Ability to build and maintain positive relationships with key stakeholders including GGGI offices, donors, consultants and other partners
  • Strong interpersonal skills to work effectively in a collegial manner in a team-based context
  • Excellent computer skills using Microsoft Office (Word, Excel and Power Point), Database, MS Project, etc., and internet use
  • Familiarity with Green Growth and Ethiopia context with solid experiences dealing with government counterparts
  • An excellent command of spoken and written English. Fluency in the local language is preferred

Background

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

The Government of Ethiopia ratified the Paris Agreement on 22nd April 2016, and it entered into force on 09 March 2017. As part of its climate actions outlined in its updated Nationally Determined Contributions (NDC), the country has demonstrated commitment by proposing ambitious conditional and unconditional pathways in its implementation. An integrated Measurement, Reporting and Verification (MRV) framework that is robust and harmonized with an M&E system is needed to support Ethiopia’s net-zero ambition and its climate actions. Furthermore, an MRV framework is needed to help the country meet its reporting obligations under the enhanced transparency framework (ETF) of the Paris Agreement which includes monitoring and assessing the progress and implementation of the NDC as indicated in its Implementation Roadmap
