POSITION SUMMARY
The Senior Officer, Regional Project Coordination, will primarily be responsible for overall coordination and management of the ALCBT program as per the scope of work of the project in 5 countries i.e., Cambodia, India, Indonesia, Thailand and Vietnam.
Being the lead of the Regional Project Management Unit (R-PMU), s/he, under the guidance of the Project Manager (ALCBT), will be responsible for overseeing the project deliverables, co-ordinate with government and project stakeholders, consortium partners, consultants, and peer team members, manage risks, ensure tangible project outcomes & visibility of GGGI, and report to the Project Manager on any eventualities. S/he, under the guidance of Project Manager, will coordinate with Regional PMU and team members of all 5 countries on resource hiring and procurement for successful completion of the project. S/he will review the performance of junior team members of the Regional PMU and consultants as well as being a key point of technical advice and escalation for problem solving within the context of output delivery.
The above will require a broad and in-depth understanding of the building sector i.e., building energy efficiency (EE), policy landscape, ESCO mechanism etc. It also requires skills of project management, effective coordination with clients/consultants, crisis management, collaboration with R-PMU and project staff at GGGI-HQ, PMU in Country Offices, as well as maintaining strategic partnerships with the donor. This position is required to bring the necessary subject expertise, networking skills, sense of client’s priorities etc. This position reports to Project Lead (IKI-ALCBT) & Asia Regional Lead (Energy Efficiency).
PURPOSE
- Develop project execution plan and ensure its timely implementation.
- Facilitate decision making and provision of timely advice through coordination with the donor, government partners, consortium partners, technical advisors, steering committee.
- Provide support to the Central Project Steering Committee.
- Ensure timely submission of project outputs and achievements of milestones through coordination and follow-up with consortium partners, staff, subcontractors, consultants.
- Consolidate inputs and ensure compliance with reporting requirements in coordination with donor, government partners, consortium partners.
- Keep track of budget utilization earmarked for each county to ensure at least 90% utilization of allocated fund every year.
- Facilitate smooth project implementation by coordinating project activities with key partners and stakeholders.
- Coordinate with all project partners, consultants and other stakeholders for all matters relating to IKI project in project countries.
- Manage project-planning, stakeholder consultation, implementation, monitoring and reporting internally and externally.
- Communicate results and recommendations effectively to internal and external stakeholders.
- Review the activities of Knowledge Management and Communication/ Outreach activities under the project.
- Support the development of green policy pipeline from GGGI projects/programs and lead the assistance required to develop a new tracking system for results delivery in-line with GGGI Strategy 2030.
ENGAGEMENT
- Collaborate with other country PMUs and R-PMU of Asia Regional Office on agreed joint activities to ensure integrated delivery as “One GGGI.”
- Maintain active professional relationships with partner governments, external experts and other key stakeholders to keep abreast of evolving needs and opportunities.
- Promote the project objectives and Building Energy Efficiency initiatives of GGGI and comparative advantages with government counterparts, development partners and other stakeholders.
- Contribute to internal communities of practice related to energy efficiency & Climate change.
DELIVERY
- Deliver project activities and results within established timelines and budgets, identify, and communicate project delivery issues and potential solutions to ensure goals and objectives are achieved.
- Organize program activities including consultations, validation meetings, workshops etc. based on work plan and budget.
- Develop ways of working internally and externally to effectively manage project implementation with stakeholders and partners.
- Manage consultants and partnerships in line with GGGI policies as required to deliver the project.
- Develop results reporting, facilitate internal/external communications, maintain project knowledge base with data input from PMUs to perform required analyses for such reporting.
- Execute effective project management in line with GGGI’s project management cycle.
- Use online systems to manage and deliver projects.
- Capture lessons learned to support continuous learning and improvement.
REQUIREMENT
QUALIFICATIONS
- Bachelor’s degree in engineering / economics / environment /climate change / science or a related field from a recognized University (Post-Graduate in energy economics / energy management / advanced engineering /climate change / business administration / development or a related field would be an advantage)
- Preferred minimum 10 years of post-qualification professional experience in the field of green growth and development cooperation, out of which 5 years preferably in energy efficiency.
- Experience in managing large scale projects, preferably in the energy sector.
- Experience in dealing with donor agencies and stakeholders (including philanthropic organizations), multilateral, bi-lateral and developmental organizations.
- Experience in handling technical trainings, capacity building and hand-holding programs
- Experience in managing ESCO projects in Energy Efficiency.
- Working experience in any of the 5 project countries, preferably in India
FUNCTIONAL
- Substantial work experience in Central Govt./State Govt./Public Entities
- International/National Certifications related to Project Management; Energy Efficiency & Carbon Trading would be an advantage.
- Demonstrated experience in writing quality proposals, articles, reports, blogs etc.
- Strong competence in the use of standard software programs: Excel, Word, PowerPoint, Outlook & SharePoint
- Good communication skills, both verbal and written in English language; working knowledge in any other foreign languages is an added advantage.

ABOUT THE PROJECT
Subsequent to a call for proposal floated by Federal Ministry for Economic Affairs and Climate Action (BMWK), Govt. of Germany under International Climate Initiative (IKI), GGGI is implementing a project called “Asia Low-Carbon Building Transition (ALCBT)” 5 Asian countries – Cambodia, India, Indonesia, Thailand and Vietnam. The countries were chosen based on a scoping analysis to advance the building sector towards decarbonization and reducing GHG emission from the sector. The following are the broad output of the project:
- Technical and Institutional Tools: Standardized tools and systems for managing carbon emissions from building sector developed and piloted.
- Technical Capacity Building: Key industry stakeholders in project countries have enhanced capacity to deliver low carbon buildings.
- Financing: Financial pathways established to facilitate financing for occupants, owners, and developers of low carbon buildings.
- Replication and Scaling-up: Project knowledge documented and shared to facilitate replication and scaling up.
The project aims to target Policy makers (Central & Provincial Govt), Building Owners, Financial Institutions & ESCOs and Universities/Academia as beneficiary to advance Low-Carbon building transition of the countries. GGGI is looking for a Senior Officer, Regional Project Coordination to provide overall technical and coordination management support to the Project Manager in this 5-year project.
