SENIOR OPERATIONS ASSISTANT, UZBEKISTAN

Background

In 2021 GGGI signed a Memorandum of Understanding (MOU) for cooperation with the with the Ministry of Ecology, Environmental Protection and Climate Change (former State Committee for Ecology and Environmental Protection), and signed a project agreements with KOICA to implement the “Green Rehabilitation Investment Project for Karakalpakstan Republic to address impacts of the Aral Sea Crisis”, and Agence Française de Développement (AFD) to provide technical assistance in the realization of support for Strategic Environmental Assessments in Uzbekistan and the mainstreaming of their practices.

Position Summary

The Senior Operations Assistant will function under the direct supervision of the Senior Officer – Project Management in close consultation with Country Representative. S/he will be responsible for supporting and timely delivery of all the operational works and activities related to the project and the country office, including procurement, HR, Finance reporting, and other administrational support for the GGGI Uzbekistan Team. In doing so, the Senior Operations Assistant will carry out the following functions or responsibilitie:

PURPOSE
  • Support the Senior Officer in managing/coordinating the project activities and implementation;
  • Oversee all aspects of finance, administrative, human resources, and logistics management of the Uzbekistan Office and maintain quality control
  • Support the project and the team in delivering overall operational tasks;
  • Guide the team on the procedures, policies, and tools of all operational transactions for project and country office;
  • Closely collaborate with the GGGI HQ to align with the cooperate rules and regulations
  • Closely collaborate with the service providers/suppliers to ensure the timely delivery of any contracted services/goods
  • Support monitoring and evaluating the regular status of the project and add quality value to the project report
ENGAGEMENT
  • Work closely with the PM and other country office staff to support administrative aspects of program and project implementation;
  • Engage with Country Office staff, HQ staff, and external service provider/suppliers;
  • Engage with internal and external stakeholders to plan and organize meetings, develop agendas and take notes;
  • Support tasks related to the financial, procurement and operational delivery of country office program and projects;
  • Support the team in preparation of events, travel, reporting and record-keeping;
DELIVERY
  • Develop and implements robust processes for developing, managing and tracking budget execution in line with yearly work programs and donor funded projects
  • Support implementation and monitoring of procurement plans and requisition procedures, including issuing of contracts in line with multiyear/yearly work and budget plan, payment in a timely manner
  • Support the hiring and onboarding procedures based on the GGGI policies and regulations
  • Supports and rolls out best practices for document management, ensuring a culture of sharing, collaboration and capturing lessons learned
  • Support monthly/quarterly/biannual/annual narrative/financial reporting to donors and program stakeholders
  • Consolidate financial documentation for projects and ensure accuracy of project financial reporting to the HQ and donors
  • Support the organization of country program and/or project-related workshops, seminars or any other form of events.
  • Perform administrative support including development of presentations, documents, note taking, agenda development, calendar updates, scheduling of meetings, event organization, travel arrangements;
  • International travel support including visa procedures, relocation arrangement for expatriate staff;
  • Lead maintenance of the inventory of programme assets/equipment;
  • Support initiatives to enhance staff well-being and engagement;
  • Any other functions to be assigned by the supervisor;
REQUIREMENT
QUALIFICATIONS
  • Bachelor’s degree in business administration, finance, accounting, economics, or other related field of study;
  • Up to 2 years of professional work experience relevant to the position;
  • Experience in organizing & facilitating events, workshops, consultation activities;
  • Experience in engaging with multiple stakeholders, including financial institutions, government institutions, private-sector companies, NGOs, civil society, others, is a plus;
  • Fluency in Russian, Uzbek and English languages, both written and verbal.
  • Certifications in accountancy, project management, human resources management, procurement, database management, information technology systems, knowledge management/communications is a plus
FUNCTIONAL
  • Knowledge and experience in computers and software package (MS) & multi-media tools (video/audio/graphic design/power point, or lecture);
  • Experience in financial reporting of the projects;
  • Proven knowledge and experience of procurement processes;
  • Strong organizational and communication skills;
