Organizational Setting and Reporting Relationship

The position of Senior Partnerships Specialist is assigned to the Strategic Partnerships Division (SPSP) within the Strategy, Policy and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, SPSP and will oversee Junior team members.

Your Role

As a Senior Partnerships Specialist, you will help deliver ADB’s strategic partnership management activities with government counterparts and other relevant stakeholders, including non-regional members of ADB such as the United Kingdom, Australia, Germany, and regional members such as the Republic of Korea, and fellow multilateral development banks and international fora like the G20. You will play a central role in the Strategic Partnerships Team by demonstrating sound political economy skills, mapping the shareholder authorizing environment related to development finance and trends, and building and maintaining relationships with diverse internal and external actors. You will help prepare briefing materials for senior management, using your judgment of political contexts in capitals, and understanding of global development issues.

You will:

  • Build relationships both internally and externally with important partners by building networks across ADB and developing relationships with counterparts in the capitals or ministries of shareholders.
  • Communicate with sovereign and other concessional partners to understand authorizing environment and partner’s priorities and concerns.
  • Establish new cooperation or financing partnerships.
  • Prepare for high-level consultations with shareholders.
  • Map and understand the political economy in shareholder countries.
  • Develop intelligence-based products to support senior management and their strategic engagement in high-level fora.
  • Prepare high-quality briefing materials for senior management based on excellent drafting skills.
  • Articulate ADB’s relationship priorities with shareholders.
  • Market ADB’s strategies, operational plans and administration of funds
  • Plan non-transaction specific fund-raising engagements with partners for both sovereign and nonsovereign operations.
  • Oversee the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance and ensure the ongoing learning and development.

Qualifications

You will need:

  • Master’s degree in international development, public/government relations, Economics, or other relevant fields. Alternatively, a university degree in related field combined with at least 5 years specialized experience relevant to the position can be considered.
  • At least 10 years of experience in strategic relationship management and public/government relations at a senior level.
  • Experience with international development institutional architecture and major global development issues; with experience working in an international development institution
  • Understanding of current development paradigms, agendas in the G7 and G20 and global challenges.
  • Experience writing briefing materials for high-level officials and experience expressing positions in high-level meetings.
  • Experience implementing development programs would be useful especially in the Asia and Pacific region.
  • Written and verbal proficiency in English and any European language.
