The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO), Digital Transformation Office Division (DTO), at its headquarters in Luxembourg, a (Senior) Performance & Governance Officer*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

*Internal benchmark: (Senior) Officer Planning & Budgeting

Panel interviews are anticipated for November 2023.

Purpose

You will drive the set-up, implementation and maintenance of reporting needs for agreed performance measures, including preparation and coordination of content and briefing materials in order to assist decision making bodies and contributing to the achievement of the EIB’s objectives.

You will play a key role in the day-to-day running of Digital Transformation Office (DTO) Performance & Governance, working in close cooperation with colleagues from all units of Group Digital Office (GDO) and other directorates involved in programmes and/or projects.

Operating Network

You will report to Head of the Digital Transformation Office and you will have direct contact with the Value Chain & Value Stream Leads, Value Chain PMOs and GDO Head of Units.

Accountabilities

  • Collect, consolidate, check quality and review the business value and strategic KPI data for the implementation of the Digital Transformation Programme and IT Modernisation Roadmap
  • Define an escalation process for the strategic KPIs that ensures ownership. Monitor and report, on a regular basis, the KPI data
  • Design, implement and keep up-to-date EIB Group reporting on Digital Transformation Programmes of EIB and EIF
  • Support and consolidate reporting for other governing bodies, as required, on the progress of the Digital Transformation Programme and IT Modernisation Roadmap
  • Support the division to prepare for and run the governance committee meetings
  • Collect and consolidate materials, from subject matter experts, across GCS and the business, for the governing bodies

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in data analysis, business administration, engineering, computer science or related disciplines
  • At least 5 years of relevant professional experience in governance or reporting roles, analysing data results and comfortable with senior management /governance bodies interactions
  • Ability to analyse data and proven track record in designing & establishing strategic KPIs
  • Excellent knowledge of working with presentation tools (e.g. PowerPoint) and preparing & drafting clear communication material
  • Excellent drafting skills and experienced in preparing materials for high level audiences, such as senior management, governing bodies and committees
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
