Org. Setting and Reporting
This position is located in the Executive Office, Office for the Coordination of Humanitarian Affairs (OCHA) in New York. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Senior Programme Management Officer, Chief of Strategic Planning, Budget and Finance Section will report to the Executive Officer in the Executive Office of OCHA in New York.
Responsibilities
Within delegated authority, the Senior Programme Management Officer, Chief of Strategic Planning, Budget and Finance Section will be responsible for the following duties: • Takes the lead to develop, implement and strengthen the corporate strategic planning processes and links between the activities funded by regular and extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulation and rules and established policies and procedures; directs subordinates in programme budget development, implementation, monitoring and assessment and ensures appropriate linkages to the strategic plans and work plans; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programme, in all areas and at all levels. • Directs research and programme budget evaluation and presents information gathered from diverse sources. • Coordinates review and the preparation of budget submissions in terms of staff and non-staff requirements from managers and preparation of final programme budget/ financial implications in light of additional mandates. • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis budgetary policies and procedures, substantial sections of reports and studies, and makes recommendations for changes and/or modifications and supports the Assistant Secretary-general as technical secretariat for the Budget Review Committee etc. • Directs substantive support to consultative and other meetings, conferences, etc. on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget and funding including support to the Under-Secretary general in meetings of legislative organs and participate in budget submission and presentation to OPPBA or ACABQ; manages allotments, including redeployment of funds when necessary, ensuring appropriate expenditures remain within authorized levels. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two years qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible experience in project or programme management, administration or related area is required. Experience in finance, budget planning or planning implementation, coordination and management of a programme in the following areas: humanitarian affairs, emergency preparedness, crisis/emergency relief management, disaster recovery and rehabilitation, development or related field is required. At least five (5) years of experience with the UN Common System or other comparable international organization at the international level is required Experience in relation to complex administrative systems (e.g. Enterprise Resource Planning Software) and/or workflow improvement is desirable. Experience in strategic planning is desirable. At least four (4) years within the last ten (10) years of international field experience within the context of humanitarian or development affairs is desirable.
Languages
English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
