The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD Member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.
The Digital Economy Policy Division (DEP) of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of ICTs, in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as information and communication technologies (ICT) in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.
STI/DEP is looking for a Senior Policy Analyst to lead the OECD Digital Economy Outlook (DEO) and contribute to developing and mainstreaming DEP’s cross-cutting work on digital transformation for the Committee on Digital Economy Policy (CDEP). The selected candidate will work under the supervision of the Head of DEP in STI.
Main Responsibilities:
Management and leadership
- Lead the preparations of the DEO for the CDEP, in collaboration with colleagues from across DEP as well as from STI and other parts of the Organisation as appropriate.
- Contribute to DEP’s cross-cutting work on digital transformation, which includes further developing and mainstreaming the OECD’s approach to digital transformation policy and fostering co-ordination and coherence of digital transformation and related topics across DEP and relevant parts of the Organisation.
- Support CDEP meetings, including through the preparation of related documents, internal and external communications and briefings, and monitor budget expenditures as appropriate.
- Recruit, supervise and mentor staff and external consultants to support DEP’s work on the DEO and on digital transformation.
- Support the digital workstreams of the G7 and G20 when they feature digital transformation.
- Lead and/or contribute to CDEP’s development and review of OECD Legal Instruments.
- Lead additional projects in DEP’s Programme of Work as needed and appropriate.
- Contribute to the development of the CDEP’s biennial Programme of Work and Budget.
- Participate in the executive management of DEP with the Head of Division and other DEP’s senior staff.
Analysis and drafting
- Supervise and carry out analysis for the DEO and of digital transformation issues and policy and related topics for the CDEP, including work on national digital strategies, policies, and their governance.
- Oversee the design and implementation of the DEO Questionnaire and other policy data collection efforts and manage the maintenance and development of policy databases on OECD Member and Partner countries’ digital transformation policies. Facilitate the integration of respective data in relevant OECD platforms.
- Lead and/or contribute to the preparation and drafting of country reviews and surveys as appropriate.
- Develop sources of quantitative and qualitative information and indicators.
Liaison and communication
- Establish and maintain excellent contacts with CDEP delegates, the Chair and the Bureau.
- Establish and maintain professional contacts within the OECD and with external experts and organisations in the field of digital transformation policy and related areas.
- Participate and represent STI/DEP and the OECD in meetings of national government delegates and experts from the private sector, civil society, the Internet technical community, academia and other intergovernmental organisations in connection with the Organisation’s Programme of Work in the relevant areas.
- Contribute to the external visibility of DEP, for example by participating and presenting work at workshops, conferences, etc.
- Participate in horizontal and multidisciplinary projects and activities of DEP, STI and the OECD.
- Provide written and oral briefs on relevant issues to the STI Directors’ Office and the Office of the Secretary General.
Ideal Candidate Profile
Academic Background:
- An advanced university degree in public policy, social science, technology policy or a related subject.
Professional Background:
- A minimum of eight years’ experience in international comparative policy analysis in the areas of digital economy and digital transformation policies.
- Experience working in or with international organisations, intergovernmental forums (e.g. the G7) and in a national public administration (e.g. a relevant Ministry) would be an advantage.
Tools:
- Experience in the use of computers for data management and analysis.
- Experience in the use of communication networks as working tools.
- Experience in or willingness to learn the use of budget management tools.
Languages:
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or the willingness to learn, the other.
- Fluency in an additional language of an OECD Member country would be an asset.

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
