The EIB, the European Union’s bank, is seeking to recruit for its Finance Directorate (FI), Treasury Department (TRES), Financial Engineering and Advisory Services Division (FEAS) at its headquarters in Luxembourg, a Senior/Principal Operational Assistant.
This is a full time position at grade 2/3 for which the EIB offers a permanent contract.
Panel interviews are anticipated for September 2023.
Purpose
The Senior/Principal Operational Assistant provide day-to-day operational assistance to FEAS, process a range of specialized and non-standard transactions in a rate setting and contribute, in a continuous autonomous manner, to the coordination of the loan pricing activity in order to support the achievement of the Division’s objectives.
Operating Network
The successful candidate will report directly to the Head of Division (FEAS).
Accountabilities
- Provide first level telephone assistance to Bank wide loan officers to guide them in the use of Rate Setting Application (“RaSA”), maintain the list of problems encountered by users and ensure appropriate triage amongst the team. Interact with Loan Officer Users to gain and understand information, exchange good practices, and often influence them without due authority.
- Assist to the improvement of new “RaSA” releases; perform some tests in “RaSA” for new releases.
- Organize the communication release on the basis of the elements/information provided by the division colleagues.
- Support, in a continuous autonomous manner, to the coordination of the loan pricing activity by:
- allocating non-standard pricings to FEAS staff members, importing data into “RaSA” and following deals, follow-up of long due operations.
- organizing and maintaining FEAS’ rotation table
- monitoring the fixing planning, coordinating with ALM, and tracking the pending requests in “RaSA”
- monitoring the FI Interest Rate mailbox, triaging the requests accordingly and performing controls that at end of the day all emails have been processed, clean-up of the mailbox
- checking at each update if the new Blue Curve is correctly imported into “RaSA”, asking FI-Web to publish news on the intranet and checking the quality of the publication
- submit comments proposals to the division management on the MC Agenda notes and tacit notes from a pre-established comment base
- Provide ad hoc support to the organizational division to contribute to the smooth running of its daily operations by:
- telephone coverage (in case of absence or busy lines)
- preparation for meetings (draft agendas, minutes)
- the organizations of visits, business trips and missions (travel arrangements, administrative preparation and documentation, expense reports…)
- management and distribution of notes and documents (lay out, formatting, coordination of validation process, …)
- layout of the division’s intranet page
- maintenance of a document libraries for the division activities (in GED folders)
- Ensure back up of the essential tasks of other assistants during their absence to guarantee business continuity.
- Ensure the integration of new joiners and trainees (coordination of equipment, computer access, documentation).
- Update and maintain procedures describing the tasks of the operational assistant.
Qualifications
- Secondary level diploma, complemented with a 2-year certification in a relevant field (economics, accounting, legal, business administration) or secondary level diploma with equally qualified experience in a relevant field.
- Minimum 5 years’ experience in a secretarial or operational position in a relevant field, with at least 3 years in an operational position
- Good understanding of own unit’s objectives and operational domain
- Good up-to-date knowledge of relevant EIB operational processes and procedures in one or more functional areas
- Good knowledge of standard office tools (notably Excel, Word, and PowerPoint).
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
