The EIB, the European Union’s bank, is seeking to recruit for its Group Risk and Compliance (GR&C-RM) – Regulation & EIB Group Risk Department (GREG) – Capital Management Division (CM), at its headquarters in Luxembourg, a Senior/Principal Operational Assistant.

This is a full-time position at grade 2/3 for which the EIB offers a permanent contract.

Panel interviews are anticipated for end September, beginning of October.

Purpose

Provide a wide range of operational assistance to GR&C-RM’s Capital Management teams in the development and implementation of EIB’s capital planning, measurement and management framework in order to ensure a sustainable and efficient deployment of EIB Group’s capital.

Operating Network

S/he reports to the Head of the Capital Management Division and works in close collaboration with colleagues of the Capital Management Division and Capital Planning & Stress Testing Division, with regular contacts within Risk Management and other Directorates (e.g. RM/GFIN, RM/CCRD, GCRO, OCCO, OPS, GLO, PMM, GCS/IT, FI, SG, EIF).

Accountabilities

  • Assist the teams in the development and maintenance of processes, documentation and controls underlying the production of capital measurements, planning and stress testing.
  • Ensure that adequate documentation of relevant methodologies and processes is put in place.
  • Perform standardized and pre-formatted data extraction, data analysis, data consistency checks and report formatting.
  • Assist colleagues of the team in gathering data and information for ad-hoc analyses.
  • Assist the team with the maintenance and monitoring of ICF controls, including regular interaction with the central ICF team.
  • Monitor outstanding Validation points, Internal Audit points and REP observations and the progress the teams are making on closing them.
  • Assist in the management of the flow of documents for/ from the various management bodies (Management committee (MC), Audit Committee (AC), Risk Policy Committee (RPC) and Board of Directors (BoD)) and various steering committees. Ensure smooth distribution of notes, complying with strict deadlines.
  • Prepare documents for the MC, BoD, AC, RPC and any other governing bodies and manage their further distribution and validation in line with the operational needs and in compliance with EIB’s procedures.
  • Perform administrative activities to support the functioning of the teams (e.g. travel arrangements, conference registrations, etc.).

Qualifications

  • High secondary-level education, preferably complemented by a University Degree. A certificate of complementary studies or equivalent experience in specific subject (e.g. Finance, Business Administration, Economics or Statistics) would be an advantage.
  • At least 5 years of experience in an administrative or finance and/or banking related field, ideally with exposure to Risk Management.
  • Knowledge of credit and financial risk processes would be an advantage
  • Proficiency in standard computer tools, in particular Outlook, Word, PowerPoint, Excel, Business Objects. Knowledge of the Bank’s IT systems (Notes, GED, SmartSite) would be an advantage.
  • Strong communication and organisational skills; flexibility and ability to work under pressure.
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
