Overview

The position is assigned in the Viet Nam Resident Mission (VRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. VRM is responsible for country partnership and strategy, policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Viet Nam.
Job Purpose
The Senior/Principal Private Sector Development Specialist will act as VRM’s private sector development (PSD) focal point in Viet Nam and assist the Country Director in high-level policy discussions with Government on PSD issues. The incumbent will act as VRM’s focal to coordinate and deliver greater private sector participation in ADB’s Viet Nam country operations by developing Viet Nam’s upstream and midstream environment to catalyze greater investment in infrastructure, capital markets, and other ADB priority sectors. The incumbent will report to the Country Director, VRM, and may supervise national staff and administrative staff in VRM.
Responsibilities
• Works with the solutions departments to identify and execute opportunities to undertake analytical studies and upstream and preparation work to enable midstream transaction advisory and downstream investment opportunities
• Supports the development of midstream and downstream pipeline opportunities, and supports solutions teams in conducting in-country operations
• Raises and manages technical assistance and other donor funds to conduct relevant activities, ideally with a view towards creating midstream and downstream pipeline
• Leads, in partnership with RD PSD Head, PSOD, OMDP, and relevant sector groups, the development of country private sector development programs spanning upstream, midstream, and downstream activities in Viet Nam, and supports the development of the CPS and relevant sector diagnostics from a private sector perspective
• Reviews all project concept papers for Viet Nam from a PSD perspective, works with sector directors and solutions foci to identify opportunities to link ADB sovereign financing to midstream and downstream activities, and applies internal criteria on product selection to advise the CD and RD PSD Head on appropriate modality (sovereign, nonsovereign, advisory, or a combination) for projects
• Supports the CD, in collaboration with PSOD, in having a high-level overview of the nonsovereign portfolio in Viet Nam and supports PSOD with country specific portfolio issues
• Act as the official “One ADB” focal for resident mission
• Participates in knowledge forums, conferences, and events for external knowledge sharing, and also conducts knowledge sharing internally to disseminate best practices on PSD for benefit of other country operations
• Takes leadership in identifying issues for policy analysis and developing the same into articles, blog posts, publishable papers, and/or presentations
• Supports capacity building and professional development of PSD staff in the RM in coordination with OMDP’s knowledge functions
• Supports RD PSD Head in any matters relating to private sector as needed
• Undertakes other duties that may be assigned and reflected in the incumbent’s workplan.
Qualifications
Relevant Experience & Requirements
• Master’s degree or equivalent in Business Administration, Finance, Public Policy, Economics, or other related fields. Alternatively, university degree in Business Administration, Finance, Public Policy, Economics, or other related fields and at least 5 years specialized experience relevant to the position can be considered.
• Minimum of 10 years of relevant professional experience in originating and implementing loans and guarantees, analyzing financial statements, assessing credit risks, transaction structuring, asset and liability management (ALM), risk mitigation techniques, and related banking and investment banking activities.
• Experience with ADB processes and procedures for sovereign operations (both project and policy-based loans), nonsovereign operations, public-private partnerships, capital market development, state-owned enterprise reform, and/or technical assistance management is an advantage.
• Excellent oral and written communication skills in English.
• International experience working in development in several countries.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
