The incumbent reports to the Head Field Procurement and Logistics Office (HFPLO)-P4.
Responsibilities
The incumbent: 1. Plans, develops and manages implementation and compliance of the procurement functions and procedures; is responsible for immediate supervision of Procurement and Contracting teams; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment and selection of new staff and in the development of training programmes. 2. Performs quality assurance functions in relation to all fields Procurement functions and Procurement Cycle Management; analyzes and evaluates procurement requisitions and supervises the procurement team in task prioritization; approves work plans and ensures workflow and achievement of results; oversees List of Requirement/List of Requirement Consolidated (LOR/LRC) submissions and coordinates with the HQ (Amman) on Local Procurement Authority (LPA) matters. 3. Oversees development and preparation of highly complex contracts and is responsible with the Head Field Procurement and Logistics Office (HFPLO) to post tenders on the United Nations Global Marketplace (UNGM) and UNRWA web sites; identifies priority activities and assignments and adjusts priorities as required; plans time and coordinates resources to achieve targeted goals. 4. Oversees preparations and ensures quality requirements of submissions to the Local Committee for Procurement (LCP)/Agency Committee for Procurement (ACP) reviews and subsequent approval by the awarding authorities; presents the cases to advisory committees and awarding authorities in the absence of the FPO. 5. Contributes to development of procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity in line with the UNRWA Procurement Manual and rules and regulations. 6. Performs other duties as may be assigned by the supervisor.

Education
Advanced university degree (master’s degree or equivalent) from an accredited educational institution in supply chain management, business administration, public administration, commerce or related field.

Work Experience
At least seven years’ of progressively responsible and professional related work experience in procurement related function of which at least three years have been in a supervisory position is required. Type of Contract: Fixed Term Appointment Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need. Grade and Salary: Grade17 Monthly basic salary USD1,825.40, payable in JD at UN monthly exchange rate, plus 35 % of the basic salary as a special occupational allowance (SOA), plus a Jerusalem allowance payable in JD at UNRWA rate: a.
