Position Title: Senior Program Associate, Environment and Energy

Position Summary
The Senior Program Associate will support E2’s Clean Energy team, which designs energy solutions to meet the specific needs of our partners and clients, including off-grid, mini-grid, and grid-connected generation, through the development and financing of renewable energy and energy efficiency projects. The Clean Energy team is also expanding its work in the reducing environmental pollution sector.
The Senior Program Associate will also support other E2 units (Forestry and Natural Resource Management and Ecosystem Services), which engage communities, governments, and the private sector to participate in evidence-based natural resource management that conserves biodiversity and ensures the ongoing provision of ecosystem services. Major Responsibilities Project Management Provide proactive support to home office management and country staff on administrative oversight of international projects, including contracts, cooperative agreements, and grants.
Draft subaward and procurement documents and consultant agreements, and shepherd them through Winrock’s internal approval process. Track budgets, obligations, and subawards, and flag issues for project director/home office manager. Review monthly financial reports and wire requests and provide feedback to Project Director/Project Manager and in country team(s). Track and report on the work of sub-awardees and consultants, including their technical and financial performance. Edit or provide input into project deliverables, including writing, editing, formatting, and producing content.
Work with designated country staff to provide training on specific topics for onboarding and orientation. Ensure home office electronic program files are well organized, complete, and accessible. Participate in E2 meetings as assigned, and represent E2 in Winrock-wide initiatives, as requested.
Business Development
Assist with business development, including preparation of concept papers, expressions of interest, capability statements, and proposals. Serve in a contributing or supporting role in proposal preparation, working with multi-disciplinary teams from the Program, New Business, and Cost and Pricing teams. This may include administrative support to the proposal team and subcontractors, assisting with consultant agreements, conducting research on technical topics, reviewing applicant CVs and interviewing project personnel candidates, formatting documents and CVs, compiling past performance reports, and scheduling meetings with local stakeholders to inform the project design.
Administrative Support to E2 Group Assist with organizing and facilitating internal and external meetings, take minutes, and ensure follow-up on action items. Assist with communications, including the E2 Group Workplan and project success stories. Assist with planning of retreats, workshops, meetings and conferences. Perform other tasks as assigned.
Qualifications Education: Bachelor’s degree in international development, renewable energy, or an environment-related field required. Experience: Required: Demonstrated academic, volunteer, or professional experience in at least one of the Clean Energy team’s areas of work (e.g. productive use of energy, household energy, energy micro-finance/micro-enterprise development, environmental pollution) and/or natural resource management.
Required: Minimum two years of relevant experience in project coordination, administration, and/or logistical support required. Preferred: Familiarity working with projects funded by donors (e.g. multi-lateral donors, US government, or foundations). Preferred: Experience working or volunteering in a developing country.
Position Specific Skills: Required: Excellent organization and management skills, including ability to coordinate multiple project and proposal tasks and meet deadlines while ensuring quality. Required: Proficiency in Microsoft Office, including experience with budget management and/or financial analysis in Excel.
Required: Able to communicate in a clear, professional, and positive manner with U.S.-based team members, in-country staff, and stakeholders in a multi-cultural environment with respect for diversity. Required: Demonstrated strong quantitative and qualitative analytical capability required.
Required: Proactive and solutions-oriented approach to communication and problem-solving. Language: Fluency in English required (written and oral).
Fluency in one or more additional languages preferred. Required Travel: Must be willing and able to travel without dependents to remote locations both domestically and internationally on short trips (up to three weeks). Candidates must be authorized to work in the United States and must be based in the United States.
