Solomon Islands, as a Small Island Developing State, faces extreme climate vulnerability. The people of the Solomon Islands are already experiencing the negative impacts of climate change which affect all areas of life. To support the Government of Solomon Islands to respond the impact of climate change and build resilience, GGGI has provided technical assistance to develop the Solomon Islands Long Term Low Emissions Development Strategy. GGGI is also providing technical assistance to Solomon Islands to access and absorb and implement climate finance through the Climate Finance Access Network project funded by Australia and the Climate Finance Access and Absorption project funded by the UK, as well as the Pacific Regional NDC Hub supported by Australia, New Zealand, the UK, and Germany. GGGI is currently designing a number of projects in partnership with the government and other stakeholders in the areas of carbon markets, e-mobility and climate resilient green growth.
PURPOSE
Senior Program Associate will support the Solomon Islands Country Representative (CR) and project managers to effectively coordinate delivery of project activities in the Solomon Islands. The Senior Program Associate will develop and manage integrated processes on stakeholder engagement, administration and finance, workshop and event logistics, internal communications, procurement and monitoring and reporting and assist to put in place approaches to ensure effective project delivery and implementation of GGGI project activities in the Solomon Islands. The Senior Program Associate will be responsible for financial reporting and tracking expenditures according to GGGI processes and the grant agreements of projects.
ENGAGEMENT
- Advise the team on the procedures, policies, and tools of all operational transactions for project/output delivery
- Identify issues and risks that will affect consistent project delivery and report to the manager
- Communicate program needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements.
- Advise and provide communication support to the project/program managers and outsourced firms and consultants for their engagement with government and key project stakeholders.
- Work closely with the CR and with local counterparts to build cooperative relationships and establish GGGI as an effective partner.
- Assess delivery issues and work with project managers and stakeholders to build common understanding and coordination on project activities.
- Lead project finance, administration, logistics and procurement tasks
- Support the internal communications of GGGI Solomon Islands team within the Pacific region and with HQ teams
- Work with Project managers and relevant teams in the Pacific regional office and HQ to carry out monitoring and reporting activities
DELIVERY
- Develop and manage detailed budget execution plans and schedules in line with yearly work programs and budget lines.
- Develop and monitor procurement plans and requisition procedures in line with yearly work programs and budget lines.
- Support the development of project hiring plans
- Track expenditures and ensure accurate financial reporting
- Maintain program filing system and safeguard standards of reporting/documentary quality to support reporting to donors and program stakeholders.
- Consolidate financial documentation for projects and ensure accuracy of project financial reporting.
- Coordinate regular meetings in support of the CR, including between GGGI internal teams and with project stakeholders
- Coordinate monthly, mid-year and annual reporting with project managers, supporting timely submission of quality reports.
- Coordinate donor reporting submissions with project managers, the Pacific Regional office and HQ teams, supporting timely reporting to donors
- Provide timely updates on finance, administration, procurement and logistics to the CR
- Lead the organization of workshops and other events in Solomon Islands, in coordination with the CR and Project managers.
- Coordinate publication of reports, including copy-editing, translations and design with GGGI experts and service providers.
REQUIREMENTS
QUALIFICATIONS
- Bachelors degree or equivalent in business administration, finance, accounting, human resources, or other related field of study required.
- Preferably 3 years of program experience in the development sector in Solomon Islands
- Good working knowledge of Solomon Islands Government and institutions would be an advantage.
- Certifications in accountancy, project management, human resources management, procurement, database management, information technology systems, knowledge management/communications welcome.
- Minimum 3 years of professional work experience relevant to this position
- Experience working with an international organization will be an important advantage.
- Excellent written and spoken English is required

WORKING CONDITIONS
The Senior Program Associate – Solomon Islands is an X7 national grade level in GGGI’s salary scale. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
