CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Summary

Unintended pregnancies and unsafe abortions drive high rates of preventable mortality and morbidity in low- and middle- income countries (LMICs). CHAI’s Sexual and Reproductive Health (SRH) program aims to ensure that all individuals are empowered to access information, products and services that will meet their sexual and reproductive health needs. We aim to significantly reduce unmet need for modern contraception and the incidence of unsafe abortions in program countries. To accomplish our goals, we’re pursuing 3 strategic objectives:

  • Scale up access to new and underutilized products to increase choice for women and better meet their needs and preferences.
  • Increase SRH commodity security through global and country supply chain strengthening and improved financing for SRH products.
  • Design and strengthen client-centric service delivery models that will reach key populations with SRH services.

 

We pursue global and country-focused market shaping opportunities for SRH products to create an enabling environment for the introduction and scale up of quality-assured products and services in LMICs. At the global level, we are working to ensure that a diversified supplier base can meet demand for key products and ensure commodities are affordable and of high quality. We also coordinate donors and partners around a global product strategy and to shape the broader SRH ecosystem. At the country level, CHAI works with governments to develop national SRH scale-up plans with clear targets; use data to coordinate partner resources against the plan and achieve targets; strengthen national forecasting and quantification; address supply chain bottlenecks; improve health worker training; and strengthen performance management for the health system.

 

The Global SRH Team sits under CHAI’s Women and Newborn Health Cluster and supports the application of global learning and best practices, including around market stewardship and new and lesser used product introduction and scale-up. The team provides thought-partnership and technical assistance to programs implemented by in-country teams who own our valued relationships with partner governments and who possess critical knowledge of local context and operating conditions. Underlying our approach is our commitment to achieving sustainable, transformational change at scale by working in a way that strengthens health systems and government capabilities to improve SRH outcomes.

 

Position Summary

The Senior Manager would lead several workstreams at the global level and focus on establishing or enabling global architecture and systems to facilitate more effective delivery of SRH products and services in line with country needs and priorities. The Senior Manager will lead a small team and report to the Global SRH Associate Director. They will work closely with other relevant GSRH team members focused on SRH Supplies and focused on regional and country support. This role will also collaborate with other stakeholders in the CHAI matrix including but not limited to CHAI’s market shaping, clinical, M&E/research, and country-based teams.

We are seeking a highly motivated individual who is a strategic thinker and has excellent communication and people management skills. A proven record of strategy development and program management are required, along with strong leadership qualities and analytical skills. The individual in this role will be expected to function independently and to be an excellent relationship manager who is able to work effectively across cultural contexts. The ideal candidate will have a strong technical background in SRH, especially in product access, market shaping, and/or service delivery. CHAI places great value on relevant personal qualities: resourcefulness, responsibility, tenacity, independence, energy, and work ethic.

The Senior Manager will report into the Associate Director, Supplies. Expected travel for this role is ~15-20%. Base Location is flexible to countries in which CHAI operates in Africa, subject to country leadership approval and work authorization.

Responsibilities

As Senior Program Manager, you will develop and execute operational plans to achieve program objectives, identify opportunities to maximize CHAI’s impact, and manage multiple interventions on tight timelines. Collaborating with government partners at all levels, you will ensure skills transfer, ownership, and effective implementation, while providing technical support as needed.

You will lead a high-performing team, oversee budgets, work plans, and reports, and monitor progress against objectives in collaboration with stakeholders. Building strong partnerships with government, donors, and NGOs will be key, alongside recruiting and developing staff and contributing to fundraising efforts to support program growth. This role ensures effective program execution and adaptability to changing needs.

SRH Strategy Development and Program Management

  • Drive development and execution of end-to-end program strategy for ~2-3 programmatic workstreams in collaboration with Associate Director, Supplies
  • Identify ambitious goals, objectives and key results for each workstream and manage performance of the team against targets
  • Support team to implement a robust, data-driven approach, guiding team to course correct as needed
  • Ensure achievable project plans are in place and integrated with other team priorities and that deliverables meet stakeholder expectations and are within project scope; support re-structuring of project work and resources to support changing organization needs to ensure milestones are met, elevating risks to Associate Director and, as needed, horizontally and vertically across the matrix
  • Identify and breakdown critical problems;facilitate problem-solving to refine or redirect program activities
  • Direct team to shape materials, deliverables, and key messages for senior stakeholders
  • Work closely with other SRH Senior Program Managers within the Supplies team to identify synergies and opportunities for collaboration and integration across workstreams

 

Technical Expertise

  • Cultivate and demonstrate deep understanding of evolving global SRH context including donor priorities, product strategies, and partner landscapes
  • Build expertise within relevant technical and SRH content areas such as market shaping, product introduction, supply chain, commodity security, health financing to make informed recommendations and advance SRH priorities
  • Build and maintain knowledge on global publications and resources for data sources and analyses; stay up to date on global SRH trends and identify opportunities for lessons learned including through innovations in financing, technology, and other relevant areas to accelerate transformational impact

 

Relationship and Stakeholder Management

  • Become a respected advisor within CHAI and within the global community by building trust and demonstrating a high degree of professionalism and cultural sensitivity and competency
  • Develop and foster relationships with key senior external stakeholders working in SRH supplies and commodity security, including global procurers, implementing partners, and donors.
  • Provide guidance to direct report(s) on how to build effective working relationships across the CHAI matrix to achieve project goals
  • Identify opportunities for relationship-building that will facilitate strategic objectives within relevant program areas
  • Provide thought leadership within relevant global fora related to the workstream to influence the sector and drive impact

Country Support

  • Liaise with relevant stakeholders across the CHAI matrix to ensure country teams are supported with tools, research, knowledge products, etc. to drive impact in the relevant program areas
  • Work with country teams to provide input into country strategies on specific technical areas related to relevant program areas/workstreams
  • Support country teams to ensure achievement of shared goals related to the workstream

People Management

  • Provide leadership of and manage a small team to provide technical and programmatic support on focus workstreams
  • Manage performance of direct reports and make recommendations regarding compensation and promotion adjustments to leadership Support the professional development and growth of direct reports and other team members through continuous feedback, coaching, and ongoing support

 

Additional Responsibilities

  • Anticipate bandwidth constraints and resource needs; proactively advise on resource requirements, working with supervisor to identify additional resources as needed to execute deliverables on time to agreed deadlines
  • Exemplify SRH team norms and contribute to key internal team operations and culture-building initiatives such as Diversity, Equity, and Inclusion
  • Conduct hiring, onboarding and mentoring of team members as requested
  • Conduct grant coordination and management responsibilities for key grants
  • Lead proposal development and donor reports
  • Execute other tasks as requested based on need and program priorities
  • Travel to meet with global stakeholders as well as to CHAI focus countries in Africa and Asia as needed

Qualifications

  • Bachelor’s degree, and at least six years of working experience with increasing levels of responsibility, team management, and leadership
  • Experience living and working in resource-limited settings, particularly sub-Saharan Africa
  • Proven experience in developing, executing and refining strategy
  • Demonstrated strong analytical, leadership, and problem-solving skills
  • Experience operating in fast-paced, results-oriented work environment
  • Excellent organizational and project management skills; proven ability to set direction and structure, prioritize among complex options, and uphold high performance expectations
  • High emotional intelligence, patience, and thoughtfulness even in high-pressure, stressful situations
  • Excellent interpersonal skills and proven ability to build, strengthen, and leverage complex and nuanced stakeholder relationships in a matrixed and multicultural environment
