POSITION SUMMARY

 

The Senior Officer is in charge of developing substantive inputs and analyses to the development, delivery, and assessment of work programs and activities in Fiji; organizing program activities across green growth planning, capacity building and country specific knowledge development for effective result deliveries under biannual/annual program plans; maintaining effective program reporting and communication internally and externally with government stakeholder and development partners in line with GGGI corporate policies, standards and protocols

 

PURPOSE

  • Assess development issues and opportunities within targeted sectors in Fiji
  • Collaborate with the country representative and project managers to ensure effective communication, coordination, and alignment of activities within the project portfolio.
  • Assist in developing project plans, timelines, and resource allocation strategies to optimize project outcomes.
  • Formulate projects within the context of the Fiji Country Planning Framework;
  • Implement specific programs or projects, including budget, project monitoring and evaluation;
  • Apply institutional strategy and country engagement strategy (“Country Planning Framework”) to the design and development of yearly program plans and activities for the alignment with GGGI core values and corporate priorities;
  • Analyze dynamic contexts and evolving green growth needs & priorities of the country and integrate them into design and implementation of country program plans and activities;
  • Builds support and understanding, and working closely with national counterparts for application of green growth in development planning;
  • Identify specific project initiatives where green growth can be most effectively illustrated;
  • Develop project models that align with national development priorities and can be promoted to the donor community.
  • Ensure all formulated projects comply with national project approval processes for government’s official endorsement.

ENGAGEMENT

  • Advise Country Team and Representative with evidence and data driven substantive inputs and analyses on program activity development, implementation and assessment.
  • Foster strong relationships with internal and external stakeholders, ensuring effective communication and collaboration.
  • Act as a point of contact for stakeholders seeking information or updates on projects.
  • Collaborate with other country teams in the Pacific region, as well as units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations, both formal and informal with the counterpart government ministries, including the Ministry of Climate Change, the Prime Minister’s office and the Ministry of Finance and Economic Management and other sectoral government ministries and departments, the private sector and other key local stakeholders to capture and integrate their changing green growth needs and manage “client” expectations.
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders;
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adaptation of the GGGI approach;

 

DELIVERY

  • Identifies project delivery challenges and ensures effective coordination of project activities and resources to ensure attainment of objectives against established timeframes.
  • Identify areas for process improvement and efficiency within the project management framework and implement best practices to enhance project delivery and team productivity.
  • Provide hands-on support to project managers in planning, executing, monitoring, and closing projects.
  • Assist in identifying potential risks and proposing mitigation strategies to maintain project timelines and deliverables.
  • Take the lead in managing the Youth Climate Diplomacy Program, overseeing all aspects from planning to implementation.
  • Liaise with relevant stakeholders, partner organizations, and MFAT representatives to ensure program objectives are met.
  • Organize program activities including policy consultation and validation meetings & workshops, capacity building programs based on yearly/ biannual work programs and budget plans
  • Develop project execution modality and documents across project management cycle for Fiji.
  • Perform data collection and analyses to build and maintain country specific knowledgebase
  • Develop result reporting of program activities and facilitate internal and external communications, including periodic updates to the government on GGGI administered projects, as required,
  • Capture lessons learned in project management to support refinement/improvement of existing policies and procedures.
  • Undertake project lead responsibilities, including coordinating and managing project consultants, and to ensure project outputs are delivered according to required standards.

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in a relevant field (e.g., Business Administration, Project Management, Environmental Studies, International Relations) or equivalent.
  • At least seven years’ relevant experience in project coordination and management, with a track record of successfully executing complex projects on time and within budget.
  • Familiarity with climate diplomacy, environmental initiatives, or international relations would be advantageous.
  • Experience in day-to-day engagement with Government ministries and agencies.
  • Experience in engaging with development partners, small private sector actors (micro and SMEs) and other stakeholders (NGOs, rural/island communities).
  • Experience in project management, policy and planning, research and analysis and project design.
  • Experience in organizing policy consultations, validation meetings, workshops, and capacity building events.
  • Experience applying participatory approaches, gender, environmental and social inclusion safeguards.
  • Experience working in Fiji or other Pacific Island Countries or is an advantage.
  • Fluency in English and excellent report writing skills are essential. Knowledge of Gilbertese is an advantage.

WORKING CONDITIONS

The Senior Program Officer is an X9, Fiji nationa grade level in GGGI’s salary scale. For X9 Fiji grade, the base salary starts from USD 39,694. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental.
