The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Programme Planning and Budget Section, in the Strategy and Programme Management Division (SPMD). The incumbent reports to the Programme Planning Officer.
Responsibilities
Under the direct supervision of the Programme Planning Officer, and overall supervision of the Chief of Programme Planning and Budget Section, the incumbent is required to perform the following functions:
• Independently provides the full range of programme management and implementation assistance at all phases of the ESCAP programme cycle, seeking guidance only in exceptional circumstances.
• Researches, compiles, analyses, summarizes, and presents data and information on a wide range of programmes and project related topics, such as the annual QCPR survey, the system-wide results report to ECOSOC, ESCAP inputs for the Secretary-Generals’ Annual Report on the Work of the Organization, highlighting noteworthy issues/trends for consideration by appropriate parties.
• Tracks resolutions and other legislative decisions of the GA, ECOSOC and ESCAP’s intergovernmental bodies that affect programme content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation.
• Drafts guidelines on programme planning and reviews, appraises and revises, as necessary, the Programme of Work submissions of substantive divisions/offices, ensuring compliance with guidelines and programme objectives; including with a focus to mainstream cross-cutting areas of work; identifies problems/issues, seeks clarification from departments, assesses replies, and prepares a summary for the manager with suggestions for further action.
• Provides administrative and substantive support related to programme planning, including strategic framework development, to assigned subprogrammes.
• Serves as focal point for the coordination of programmatic data collection using ERP or other tools; and monitoring of the programme implementation including for informing audits and evaluations; monitors delivery of deliverables and results at all stages to ensure work is proceeding according to established plans and achieves stated results, including through regular meetings with subprogrammes; analyses implementation difficulties and initiates remedial action; liaises with diverse organizational units to initiate requests.
• Prepares and reviews organization-wide programme performance reports based on monitoring data submitted by subprogrammes, in accordance with templates and visualizes results using designated electronic platforms (e.g. dashboards); evaluates trends and makes necessary recommendations to management.
• Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc.
• Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
• Performs other related duties as assigned.

Education
High school diploma or equivalent is required. A first-level university degree may be accepted in lieu of two years of required experience.
Work Experience
A minimum of 10 ten years (or eight years if graduated with a first-level university degree) of progressively responsible experience in programme or project administration, technical cooperation or related area is required.
A minimum of three years of experience in data science, data analytics, information management, or related area for programmatic reporting is required.
Experience with intergovernmental approval process for programme and budget for assessing the programmatic implication of resolutions and legislative decisions is required.
Experience in applying results-based management approaches to drive the successful implementation of programmes and projects is desirable.
Experience in monitoring and reporting on results and the progress of programme and project implementation is desirable.
Experience working with the United Nations Common System’s or international organizations’ s Financial Rules and Regulations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
