The position is located within the UNODC Programme Office in Peru (POPER) with duty station in Lima, Peru, Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Regional Representative of ROCOL, and under the overall guidance of the Chief of the Border Management Branch (BMB).

Responsibilities

The Senior Programme Coordinator (SDCCPO) will act as Deputy heading the Passenger and Cargo Border Team (AIRCOP/CCP) (PCBT ) in charge of coordinating the overall implementation of the PCBT (AIRCOP/CCP) programmes in Latin America and the Caribbean (LAC) specifically the Airport Communication Programme (AIRCOP) and the Container Control Programme (CCP). Within delegated authority, the Senior Programme Coordinator (Drug Control and Crime prevention) will also act as the Head of the UNODC Pogramme Office in Peru (POPER) and will be responsible for the following specific duties:

• Lead and direct the development, the implementation and the evaluation of the PCBT (AIRCOP/CCP) programmes in LAC.

• Oversee the work of staff, guide and coordinate the PCBT (AIRCOP/CCP) regional teams in LAC, composed of Regional and sub-regional Coordinators, National Professional Officers (NPOs), Non-Staff Personnel, Consultants, United Nations Volunteers (UNVs), etc.

• Lead the preparation and dissemination of project work plans, budgets, terms of references and other related project documentation (e.g. programme/project progress, evaluation reports etc.); supervise the review of relevant documents and reports; identify problems and issues to be addressed and propose corrective actions and ensure follow-up actions.

• Provide highly specialized expertise and advice on technical, substantive and administrative issues regarding the PCBT projects.

• Take the lead in liaising with the implementing partners (INTERPOL and the World Customs Organization (WCO)) to ensure the smooth implementation of the project, in particular with regard to their contribution in activities implemented by PCBT (AIRCOP/CCP).

• Take the lead in liaising and coordinating with the UN Office on Counter-Terrorism (UNOCT) and other partners in the implementation of the UN Countering Terrorist Travel Programme, under which AIRCOP is in charge of the operational pillar.

• Develop strong partnerships, undertake negotiations and consultations and liaise on substantive issues with relevant Member States, donors, international and regional organizations and institutions, entities, governments and representations, inter-governmental organizations, private sector, non-governmental organizations, and other stakeholders, to facilitate the delivery of UNDOC technical cooperation within the framework of BMB, develop synergies, avoid duplication and overlapping of activities as well as promote and facilitate operational partnerships and collaborative undertakings; Oversee and lead the formulation and preparation of memoranda of understanding (MOU) with relevant regional and international partners authorities; review the implementation of such agreements.

• Lead, supervise and coordinate the preparation of reports for the Project Steering Committee as well as the organization of the meetings of the Committee as related to PCBT (AIRCOP/CCP) programmes.

• In coordination with the PCBT (AIRCOP/CCP) Regional teams, liaise with the national authorities regarding the creation of control units at the international airports, ports and borders covered by the projects; lead and/or participate in large and complex missions including assessment missions and conduct visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used.

• Liaise with donors and guide the fundraising activities of the PCBT (AIRCOP/CCP)projects, including extra-budgetary voluntary contributions and building support for cost-sharing contributions from Governments and identifying other funding sources for UNODC projects and activities. Lead and participate in fund-raising missions as well as other fund-raising activities as required.

• Represent UNODC as high-level expert in regional or international technical working groups, inter-agency task forces, advocacy meetings, roundtables, workshops and other relevant meetings related to PCBT (AIRCOP/CCP).

• Supervise the preparation of and review/approve, as necessary, various written outputs such as reports to governing bodies, background papers, correspondence with counterparts, reports, working documents, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies and summary reports.

• Ensure full substantive and operational coordination and coherence with UNODC/BMB operations in LAC region and support the Regional Representative in promoting and contributing to regional UN partnerships and initiatives.

• Monitor developments related to organized crime, illicit trafficking (of drugs, firearms, human beings and other illicit commodities) and terrorism (with special focus on high risk passengers and Foreign Terrorist Fighters (FTF)) in the regions covered by the project.

• Oversee and direct the design, development and promotion of technical and training materials, tools and capacity building packages.

• Plan, lead and/or oversee the recruitment and integration of new staff members, consultants, interns, etc., taking into account geographical and gender balance as well as other organizational requirements and needs.

• Lead the team, taking into account their diversity, knowledge and experience, managing the development of their talents and promoting the values and behaviours promoted by the United Nations.

Act as Head of Office and perform the following responsibilities:

• In cooperation with and with the support of ROCOL, provide policy advice to the Government of Peru on the development of national capacity-building in drug control, crime prevention and criminal justice.

• Represent UNODC’s position and interests in the country and promote solid partnerships with the Government, institutions, UN entities, civil society, regional and international aid agencies and financial institutions, parliamentarians, and the media.

• Contribute towards UN-wide strategic planning and cooperation in the country, in particular with the UN Country Team (UNCT) and its working groups/task forces.

• Ensure a timely delivery and substantive and financial reporting of the UNODC programme portfolio in POPER, managing the corresponding budget and programme resources.

• Set priorities and establish work deadlines, standards, and targets, in cooperation with ROCOL.

• Supervise internationally and locally recruited staff assigned to the Programme Office in the context of the overall reporting scheme of ROCOL.

• Lead team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need.

• Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible professional work experience, including experience at the international level, in project/programme planning, management and monitoring at the national or international level, is required.

Work experience in one or more of the following areas is required: governance, law enforcement, investigation, police, counterterrorism, drug and/or crime prevention and control.

Work experience in counter-trafficking is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.

Assessment
