The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is currently located within the Office of the Under-Secretary-General for Safety and Security (OUSG), based in New York and reports to the Chief of the Strategic Planning Service. The role will shift to the Division of Field Operations and report to the Chief of Service. The Senior Programme Officer will direct the implementation, monitoring and evaluation of programmes, operations, policy development and other activities required for the start-up of the UNDSS strategic initiative related to emergency response. The incumbent will serve as the chief of Emergency Responses Unit and will be required to extensively travel to the field and support UNDSS response to sudden onset emergencies. Responsibilities
Within delegated authority, the Senior Programme Officer will be responsible for the following duties: • Takes the lead to develop and implement the stand-up, and operationalization of a new UNDSS emergency response mechanism; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. • Coordinates policy development and policy guidance to the Chief of Service on stand-up and inception of the emergency response mechanism, including intra and inter-divisional/departmental/agency policies, procedures, and administrative, legal, and budgetary arrangements; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies; • Ensures implementation of gender mainstreaming guidelines into emergency and crisis response by assessing the implications for men and women of any planned action, including legislation, policies, programmes or operations in all areas and at all levels. • Directs research and programme evaluation; and presents information gathered from diverse sources. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Undertakes survey and feedback initiatives; guides design of data collection instruments and consultative processes; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions, with a view to ensuring effective information flow within the Department in relation to emergency response and planning, while tracking and monitoring progress and risks to associated UNDSS operations. Supervises preparation of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Manages outreach activities including coordination activities across the Department, with other UN Secretariat entities, Agencies, Funds and Programmes, as well as Member States on emergency/crisis response to ensure effective and efficient UN system wide emergency responses, and understanding of security considerations and needs in crises, including financial implications.; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions on behalf of the head of emergency and crisis response, including through the planning and anticipation of security needs requiring UN emergency response programming and monitoring of triggers that would require UNDSS to activate its emergency response mechanism; deployment when required for evaluation of the situation and needs assessments; provision of guidance to external consultants, government officials and other parties; and drafting mission summaries, etc. • Coordinates activities -related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.) and reporting to intergovernmental bodies and donors on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization, to support innovation, including for the establishment of the Standby Partnership mechanism, and leverage cross-cutting technology and subject matter expertise required to improve UNDSS preparedness and response, and to ensure that the work of the emergency response mechanism is connected to, and guided by, the needs and plans of the broader UN system and intergovernmental bodies. • Ensures effective recruitment, utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, international relations, political science, law or related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible experience in international relations, international security, diplomacy, development, conflict resolution, law, humanitarian affairs, or related field is required, at least five of which must be at the international level. At least five of the past ten years working in a complex field environment, in international humanitarian, development, political affairs, or security roles is required. Experience in the past five years working on an emergency response in an international humanitarian context is required. Experience in supporting and facilitating linkages between security policies, analysis, and approaches, and UN programming and results, is required. A minimum of five years of field experience in the past ten years working within the UN Common System or comparable international organization or nongovernmental organization in a conflict, post-conflict or natural disaster setting is required. Experience in development and/or implementation of organizational strategic and change management initiatives in a large international organization is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
