This position is located in Kabul, in the United Nations Assistance Mission in Afghanistan (UNAMA). The Senior Programme Management Officer reports to the DSRSG/RC/HC. United Nations Security Council Resolution 2626 (2022) in its operative paragraph 5 (b) mandated UNAMA “to coordinate international donors and organizations in relation to basic human needs, taking into account resolution 2615 (2021), including through information-sharing, facilitate development policy dialogue between all relevant Afghan stakeholders, the region and the wider international community, support efforts to increase accountability, transparency and the effective use of aid without discrimination, and support community-based systems for meeting basic human needs and increasing resilience, support the provision of essential services to the Afghan population and contribute to creating economic and social conditions that can lead to self-reliance and stability, and continue to work with all relevant stakeholders and international financial institutions to facilitate commercial and financial activity in Afghanistan and support efforts to facilitate access to assets belonging to Afghanistan’s Central Bank for the benefit of the Afghan people. The Senior Programme Management Officer facilitates UNAMA’s aid effectiveness efforts.
Responsibilities
Within delegated authority, the Senior Programme Management Officer will be responsible for the following duties: • Provides strategic and operational advice to the DSRSG/RC/HC. • Manages the mission’s donor coordination role by facilitating regular discussion between the government and the donor community. • Facilitate senior mission leadership engagement with donor community. • Work jointly and collaboratively with Ministry of Finance to facilitate preparation for international development events on Afghanistan. • Coordinate international partners in supporting Government resource mobilization efforts for Afghanistan’s security and development. • Coordinate with the UN Agencies Funds and Programmes in their joint efforts to work with government and donor partners in the delivery of their respective mandates. • Develops theories of change to guide programmes. • Develops and evaluates programmes; directs subordinates in programme development planning, implementation, monitoring and assessment. • Directs review of relevant documents and reports; identifies priorities, and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow up actions. • Directs and oversees research and programme evaluation and presents information gathered from diverse sources • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned programme, including legislation or policy. • Coordinates policy development and implementation; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies. • Guides design of data collection and surveys; reviews, analyzes and interprets responses, identifies issues and prepares recommendations and conclusions. • Supervises preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications, etc. • Directs substantive support to consultative and other meetings, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Manages outreach activities; designs and conducts training, seminars, etc.; and, makes presentations on assigned topics. • Provides guidance to external consultants, government officials and other stakeholders. • Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the mission. • Ensures effective utilization, supervision and development of staff; Guides, evaluates and mentors staff. • May perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten (10) years of progressively responsible experience in project or programme management, administration, development, coordination or related area at national and international levels is required. A minimum of five years’ experience in monitoring and evaluation is required. Experience in post-conflict contexts is required.
Languages
English and French are the working languages of the United Nations. For this advertised position, fluency in oral and written English is required.
