Reporting to the Programme Coordinator, the Senior Programme Officer (SPO) provides support to ensure the coordination and management for the implementation of programmes in Pakistan.
As part of the operation team, the SPO provides technical support to PRCS under the supervision of PC in the design/planning, implementation, and management of its programmes along with making efforts to align the National Society’s programme initiatives and as per international guidelines.
The SPO will work with the PRCS counterparts and contributes towards the ongoing and future operation implementation, coordination, and reporting on a timely basis to meet the requirements.
Ensures close coordination and cooperation among all the Red Cross and Red Crescent Movement partners in supporting programme implementation in Pakistan and seeks assistance and support from the IFRC regional office whenever needed. The SPO is based in Islamabad, Pakistan, with the expectation that he/she will also travel to areas of operation as required.
Specific Duties
- Provides support to PC for all aspects of programme planning and implementation.
- Support the PRCS in programme planning via contributing to developing project documents (plans, log frames and budgets).
- Assist PC in close collaboration with PRCS and relevant partners in implementation of activities to achieve results of programmes.
- Ensures that timely monitoring of the programmes and analysis of data is carried out and that programme teams have the skills and resources to deliver this work.
- Assist the IFRC Country Delegation and the PRCS teams in the planning, implementation, monitoring, and reporting of the programmes.
- Develop and monitor programme risk management systems.
- Ensures that the Baseline, Mid Term and End line studies are carried out to the specification of the Programmes document and to the highest possible standards.
- Ensures that programmes are delivered in line with the signed off Programme document and associated budgets, log frames and so on.
- Ensures that programme implementation is in accordance with the IFRC, PRCS and donors’ policies and guidelines.
- Assists PC in quality implementation of programmes, while contributing to contingency planning for possible emergency response, if required.
- Undertakes frequent support and monitoring visits to the programme’s sites.
- Participates in field assessments for the development of new programmes.
- Develop periodical case studies to reflect on best practices/lessons learnt from the beneficiaries and collect/catalogue relevant photographs with captions from field for use with reports.
Reporting
- Assist PC to ensure the implementation and enhancement of programme monitoring and reporting requirements.
- Assist PC in collaboration with relevant sectoral managers, develops new proposals and prepares high quality donor reports for the projects.
- Support in preparation and timely submission of monthly, quarterly, and annual reports.
- Analyses monitoring and evaluation information received and work with the teams to put in place corrective measures where appropriate.
- Prepare, edit the final narrative draft of reports for Operation and other reporting received from PRCS.
- Produce accurate, quality, and timely (monthly, quarterly, and annual) standard and pledge-based narrative reports submission to PMER, under the supervision of PC to ensure coherence between narrative and financial reports.
- Support in review and approval of submitted programme proposals and annual operational plans.
- Review project reports for quality and ensure that reports and other project documents capture progress, effectiveness, and impact of programmes.
- Collect and catalogue relevant photographs and captions from field for use with reports.
Financial Management
- Prepare cash request and support PRCS to share the same in accordance with annual approved plan and budget.
- Review PRCS financial reports as per minimum supporting documents checklist.
- Assist PC to ensure compliance with the organization, donor, and ethical standards.
Assist PC to work closely with Finance Department and monitors programme budgets, maximize programme efficiency and minimize short falls in spending.
