Since its creation in 1951, the IOM (International Organisation for Migration) has been the United Nations agency responsible for managing migration. It works closely with governmental, intergovernmental and non-governmental partners to promote humane and orderly migration for the benefit of all. The IOM provides services and advice to governments and migrants alike.
In the North-West and South-West regions of Cameroon, IOM is actively involved in assisting people displaced by the ongoing conflict. In response to the escalating security situation in these regions, which has led to massive displacement and precarious living conditions for many families, IOM has stepped up its efforts to provide emergency humanitarian aid. Similarly, to support the government’s efforts in the sustainable management of this crisis, the IOM, in collaboration with the National Committee for Disarmament, Demobilization, and Reintegration (NDDRC), has conducted studies as part of the assessment of the operational space within the framework of the Disengagement, Dissociation, Reintegration, and Reconciliation (DDRR) program.
The successful candidate will play a key role in the implementation of activities for the management of disengaged persons, which will contribute to the stabilization of affected communities in close collaboration with implementing partners. His/her actions will cover analytical, programmatic and operational aspects to support a comprehensive and coherent approach to the care of the people concerned. He/she will also be responsible for preparing dashboards and narrative reports, while coordinating data collection activities with the various stakeholders, ensuring that deadlines are met and that the information gathered is complete and relevant.
It will also be called upon to provide the technical secretariat for the DDR sub-techniques, in conjunction with the NDDRC.
The Senior Project Assistant plays a pivotal role in advancing this agenda, encompassing diverse areas such as Displacement Tracking Matrix (DTM), HDP Nexus, Disarmament, Demobilization, and Reintegration (DDR), fragility, and stabilization programming in NWSW.
Under the overall supervision of the Chief of Mission, the position will be required to perform the following tasks :
Displacement Tracking Matrix (DTM)
Coordination and technical support:
- Assist in coordination with stakeholders to gather and analyse displacement data;
- Ensure timely and accurate reporting on displacement trends and patterns;
- Provide technical assistance and guidance in the implementation of DTM activities;
- Facilitate training for field staff on data collection methodologies and tools;
Data Management:
- Coordinate the management and dissemination of displacement data;
- Support data integrity and confidentiality in all DTM processes;
HDP Nexus
Program Development and advocacy:
- Assist the Chief of Mission in the proposal of HDP Nexus projects that address root causes of fragility and instability;
- Contribute to the Monitoring and evaluation of the impact of HDP Nexus interventions;
- Prepare advocacy materials and reports to promote HDP Nexus strategies;
Disarmament, Demobilization, and Reintegration (DDR)
Project Implementation and community engagement:
- Assist in the operational coordination of DDR programs;
- Coordinate activities that support the disarmament and reintegration of ex-combatants.
- Facilitate the holding of technical subcommittees in coordination with NDDRC;
- Foster community dialogue to facilitate the reintegration of ex-combatants.
- Organize community-based initiatives that support DDR objectives.
Monitoring and Reporting:
- Track progress and outcomes of DDR activities.
- Prepare regular reports and assessments for stakeholders.
Fragility and Stabilization Programming
Risk Assessment:
- Conduct assessments to identify areas of fragility and potential instability.
Project Design and Capacity Building:
- Collaborate with local authorities and communities to ensure program relevance.
- Build the capacity of local actors to sustain stabilization efforts.
- Provide training and support to enhance community resilience.
Quality Assurance
- Verify all activities adhere to IOM standards and policies and report any discrepancies to the supervisor.
- Maintain high-quality performance in project implementation and reporting.
Compliance
- Ensure compliance with donor requirements and contractual obligations.
- Monitor adherence to ethical guidelines and principles in all operations.
Stakeholder Engagement
- Communicate regularly with partners to align efforts and share updates.
Resources Management and Security
- Coordinate and provide administrative and logistical support for the effective and timely implementation of country level activities in close coordination with the field team in the respective targeted regions.
- Coordinate closely with the finance, logistics and procurement teams in the application of standard guidelines and procedures aimed at ensuring an appropriate, efficient, and transparent use of funds.
- Efficiently manage resources to achieve project objectives.
- Maintain transparent and accountable financial practices.
Attend all security meetings and in close coordination with the Field Security Officer in the country office, report significant security issues and incidents to the Chief of Mission, coordinate closely with the Area Security Coordinator and United Nations Department for Security and Safety (UNDSS) in the Region, and relevant stakeholders for the security of IOM staff members and properties as well as Implementing partners

EDUCATION
- Bachelor’s degree in social sciences, peacebuilding, conflict management, international humanitarian law and/or human rights or similar with four years of relevant experience, or
- School diploma with six years of relevant professional experience.
EXPERIENCE
- Experience in the field of community resilience. Knowledge of conflict and security, peacebuilding;
- International field experience with specialised international agencies (UN agencies, international or non-governmental organisations) would be an advantage;
- Professional experience in technical assistance programmes involving law or policy formulation, community-led recovery and stabilisation programmes or security sector reform;
- Excellent knowledge of the cultural, geographical and socio-economic landscape gained through previous professional socio-economic experience in the Northwest or South West regions of Cameroon is highly desirable;
- Able to work effectively in multicultural environments;
- Technical skills in qualitative and quantitative evaluation and heavy data management.
- Strong communication skills and ability to present information effectively and persuasively in a variety of contexts and formats.
- Knowledge of activity and grant reporting methods and information management systems.
- Advanced knowledge of Microsoft Office, with proven experience of Word, Excel and Power Point. Good knowledge of information technology and proficiency in Microsoft Office applications, including Excel, Word, PowerPoint and Publisher.
