SENIOR PROJECT ASSOCIATE (GREEN BUILDING)

INTRODUCTION

Since 2014, GGGI has collaborated with the Royal Thai Government (RTG) to establish a strong green growth foundation for Thailand. In early 2016, Thailand, with the Cabinet’s approval, became a GGGI Member Country. GGGI Thailand Office is embedded in the Department of Climate Change and Environment under the Ministry of Natural Resources and Environment. Thailand intends to reduce its GHG emissions by up to 30% (unconditional) and 40% (conditional) from the projected BAU level by 2030. This is in line with its long-term goal of carbon neutrality by 2050 and net-zero greenhouse gas emission by 2065. Further, under Thailand’s NDC Roadmap on Mitigation 2021-2030, the building sector, through energy efficiency measures in commercial and public buildings, contribute 1 million tCO2 reduction by 2030. In its long-term LEDS submitted in 2021, Thailand emphasized supportive actions including increasing energy efficiency target measures such as Building Energy Codes, Energy Efficiency Resource Standards and ESCO business.

GGGI is implementing and International Climate Initiative (IKI) funded project titled “Asia Low-Carbon Building Transition (ALCBT)” to accelerate the attainment of those goals by mobilizing financing for low carbon buildings through addressing systemic and technical barriers in five Asian countries Cambodia, India, Indonesia, Thailand and Vietnam. The broad outputs of the project are as follows.

  1. Technical and Institutional Tools: Standardized tools and systems for managing carbon emissions from building sector developed and piloted.
  2. Technical Capacity Building: Key industry stakeholders in project countries have enhanced capacity to deliver low carbon buildings.
  3. Financing: Financial pathways established to facilitate financing for occupants, owners, and developers of low carbon buildings.
  4. Replication and Scaling-up: Project knowledge documented and shared to facilitate replication and scaling up.

The Project will involve various target groups as the beneficiaries such as national and state/city governments, developers, building owners, suppliers, engineers and architects, financial services institutions (including ESCOs and banks), and academia and training institutes.

Therefore, GGGI-Thailand is looking for a Senior Project Associate (Green Building) to work in this 5-year project.


POSITION SUMMARY

The Senior Project Associate will primarily be responsible for overall coordination and support in project management of the ALCBT program in Thailand as per the scope of work of the project.

Being a key member of the Project Management Unit (PMU) in Thailand, S/he will be responsible for overseeing the project deliverables, co-ordinate with government/ project stakeholders/consortium partners/consultants/peer team members, identify and report risks, ensure tangible project outcomes & visibility of GGGI, report to the Country Representative (CR) on any eventualities etc. S/he under the guidance of CR or Project Manager will also work on resource hiring and procurements for successful completion of the project. The officer will also support CR to engage with Thailand Project Steering Committee (PSC).

The above will require understanding basics of building energy efficiency, policy landscape, EE financing including ESCO mechanism pertaining to building sector in Thailand. It also requires skills of project management, effective coordination with clients/consultants, crisis management, collaboration with PMU at GGGI-HQ and strategic partnerships within Thailand. This position is required to bring the necessary subject expertise, networking skills, sense of client’s priorities, etc.

PURPOSE

  • Support in developing project execution plan and ensure its timely implementation.
  • Coordinate with all project partners, consultants and other stakeholders for all matters relating to IKI project in Thailand
  • Manage the PMU including budget of the project
  • Ensure quality control, visibility, and branding of the project
  • Provide necessary technical support to PMU
  • Review research, analysis, and validation activities to support the development and delivery of technical outputs on said project
  • Support in managing project-planning, stakeholder consultation, implementation, monitoring and reporting internally and externally.
  • Ensure proper program outreach through effective communication
  • Build and maintain effective working relationships with national counterparts, external experts, and partners to advance the program objectives.
  • Analyse the country context and evolving needs/priorities and integrate them into the project planning in due consultation with CR and Project Manager

ENGAGEMENT

  • Support Country Representative with evidence and data drive inputs and analysis on program activity development, implementation, and assessment.
  • Collaborate with PMU and other country PMUs (if required), and PMU at GGGI HQ on agreed joint activities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relationships with partner government, external experts and other key stakeholders to key abreast of evolving needs and opportunities.
  • Promote the project objectives and building energy efficiency initiatives of GGGI and comparative advantages with government counterparts, development partners and other stakeholders.

DELIVERY

  • Deliver project activities and results within established timelines and budgets, identify, and communicate project delivery issues and potential solutions to ensure goals and objectives are achieved.
  • Organize program activities including consultations, validation meetings, workshops, and capacity building programs based on work plan and budget.
  • Develop ways of working internally and externally to effectively manage project implementation with stakeholders and partners.
  • Recruit and manage consultants and partnerships in line with GGGI policies as required to deliver program.
  • Develop results reporting and facilitate internal/external communications

REQUIRMENT

Qualifications

  • Bachelor’s degree in engineering / economics / environment /climate change or related fields from a recognized University in Thailand or abroad (post-graduate would be an advantage)
  • Preferred minimum 4 years of post-qualification professional experience in energy or climate change related sectors
  • Experience in working in large scale donor funded projects
  • Direct experience in energy audits / ESCO program management / EE financing / technical consultancy/program administration in green building or industrial sector would be an advantage
  • Experience in organizing technical trainings, capacity building and hand-holding programs
  • Experience in coordinating with public and private sector agencies, NGOs, academia institutes, development partners, international organizations, and international donors.

Functional

  • Work experience in central government/state government/public entities/regulatory agencies/ESCOs dealing with energy conservation, energy efficiency or other related climate affairs.
  • International / national certifications related to project management; energy efficiency & carbon trading would be an advantage
  • Demonstrated experience in writing of quality proposals, articles, reports, blogs etc.
  • Good communication skills, both verbal and written in Thai and English language
