This position is in the Strategic Heritage Plan (SHP) office, established to undertake the renovation and refurbishment of the United Nations Office at Geneva (UNOG) complex. The Senior Project Officer will report to the Chief, Design & Construction.
Responsibilities
Within delegated authority, the incumbent will apply professional knowledge and expertise in performing the following duties: – Manages the contract execution for all major SHP design and construction activities, ensuring that contractors are in compliance with requirements for timeliness, quality, and safety; – Oversees construction contractor quality and safety programs on site; – Reviews and monitors design and construction contractors’ schedules, particularly with regard to critical milestones and deliverables; – Co-ordinates design/construction matters between the key project stakeholders and design and construction contractors; – Ensures that project team(s) work together in an open, positive and effective manner; – Anticipates and facilitate the resolution of issues when they arise; – Pro-actively engages with contractors to spot problems as early as possible and propose solutions when problems arise; – Monitors the distribution of all submittals and requests for information among all relevant parties and ensures that project information is exchanged in a timely and contractually compliant manner; – Provides expert technical advice on design and construction issues; – Reviews technical submittals and provides quality assurance oversight within area of technical expertise; – Co-ordinates and ensures proper documentation of all project meetings in relation to the design and construction; – Analyzes all change proposals for completeness and accuracy; Provides or contributes to independent cost estimates for changes; – Documents construction project progress and issues with reports, photographs and sketches as necessary and appropriate; – Analyzes budget proposals, ensuring that the funds proposed are adequate for the architectural and engineering requirements; – Provides data for internal and external audits; – Liaises with Host Country authorities as necessary with regard to relevant building regulations; – Performs other related duties as required.

Competency in the use of relevant information technology and systems (e.g. AutoCAD). Knowledge of the UN procurement and financial rules is an asset. Education
Advanced university degree (Master’s degree or equivalent) in engineering, architecture or other related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Professional certification or membership of chartered institutes is desirable.
Work Experience
A minimum of ten years of progressively responsible field experience in major construction complex, vertical construction projects is required. Experience in reviewing and approving detailed and technical design submissions in the context of construction/renovation projects is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
