Position Overview
The Senior Project Manager will serve as the Shared Services Coordinator for the Plymouth Norfolk-5 (PN-5), developed under the Public Health Excellence Grant Program for Shared Services awarded to the coalition from the Massachusetts Department of Public Health. The coalition comprises the City of Brockton and Abington, Avon, Stoughton, and Whitman. In this role, the Senior Project Manager will provide the participating municipalities’ health departments with dedicated technical assistance and project management services to accelerate their implementation of a shared services arrangement to offer more effective, equitable public health services.
The Senior Project Manager will provide additional technical assistance to the local health departments included in the coalition, share learnings with the broader PIH-US Massachusetts and cross-site teams, and contributing to PIH-US Massachusetts’ strategic planning process.

 

Responsibilities
Shared Service Coordination & Program Support (65%)
  • Manage the shared service framework, in cooperation with municipal public health department leads, in order to set priorities for the shared staff and provide a system that allocates staff hours across the shared service area.
  • Support the recruitment of the shared nursing, inspectional and epidemiological staff serving the PN-5 Coalition to ensure work meets priorities.
  • Develop a system to track hours and activities conducted by shared staff, summarizing and sharing data with the participating municipalities and drafting quarterly reports on the work undertaken by the shared staff for presentation.
  • Convene regular check-in meetings with municipal public health department leads and public health staff, such as public health nurses.
  • Develop, engage, and maintain strong relationships with key community stakeholders, including healthcare, human service, and community-based organizations.
  • Work with public health staff within the municipalities to design and implement program initiatives and special projects to improve health outcomes, including, but not limited to: trainings, communication, education, community outreach strategies, research projects, advocacy efforts, and grant writing.
  • Develop strategy advising local health departments and other stakeholders on programmatic changes based on stakeholder, community, and data-driven feedback with a focus on reaching historically marginalized and vulnerable populations.
  • Provide additional technical assistance to the local health departments included in the shared services coalition, as needed.
Grant Management, Finance & Reporting (25%)
  • Support management of the shared service grant budget, including preparing an annual budget, regular monitoring of expenses, and satisfaction of relevant grant reporting requirements.
  • Support management of the PN-5 annual work plan development and regular monitoring of proposed activities and deliverables.
  • Prepare required grant reports and liaise with the grant funder (Massachusetts Department of Public Health) and other Shared Services Coordinators across Massachusetts.
  • Participate in grant required calls and trainings through the Department of Public Health and disseminate appropriate information and updates to PN-5 members.
  • Support grant applications and fundraising activities that can provide resources to sustain the shared service positions and to increase opportunities for the group to address upstream health factors.
PIH-US Program Strategy (10%)
  • Partner with the PIH-US Massachusetts leadership team to design and implement strategic planning.
  • Coordinate with the PIH-US Massachusetts and cross-site teams to ensure the work in the PN-5 area is both benefiting from and contributing to larger PIH-US efforts.
  • Perform other duties as required.
Qualifications
  • Bachelor’s degree required, preferably in a field related to public health, public policy, or social science, or equivalent related work experience. Advanced degree preferred.
  • 5+ years of experience in public health, local government, consulting, and/or community-based program development, management, and administration required.
  • Knowledge of the public health landscape in Massachusetts.
  • Passion for serving the community and promoting health for all; familiarity with the communities being served. Keen ability to build trust with others.
  • Demonstrated cultural competency with expertise working with diverse, multi-lingual individuals and communities.
  • Demonstrated experience in independently and effectively managing and prioritizing a large number of projects simultaneously in a complex and fast-paced organization and setting.
  • Experience managing projects that involve multiple stakeholders and workstreams.
  • Experience working flexibly in dynamic, rapidly evolving environments.
  • Experience working with external partners in an advisory capacity.
  • Experience working with public sector budget monitoring.
  • Excellent strategic thinking, analytical and problem-solving skills.
  • Strategic mindset and ability to think creatively around program objectives and the detailed steps necessary to achieve goals.
  • Strong diplomatic and interpersonal skills; ability to build strong working relationships with staff and leadership across a diverse range of departments, organizations, and experience levels.
  • Strong written and verbal communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word.
  • Grant writing and reporting experience preferred.
  • Demonstrated commitment to social justice and health equity. Experience in creating and implementing anti-racist approaches to teamwork and with external partners desired.
  • Fluency in English required. Fluency in Spanish, Portuguese, Cape Verdean Creole, and/or Haitian Creole highly preferred.
  • Ability to work on-site in the participating municipalities (Abington, Avon, Brockton, Stoughton, and Whitman, Massachusetts) at least twice a week required.

Pay and Benefits
The pay range for this position at commencement of employment is expected to be between $70,000 and $80,000/year. The starting salary offered may vary depending on multiple individualized factors, including market for the position, job-related knowledge, skills and experience.
Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with employer match, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance, and basic life insurance plans for the employee and the employee’s eligible dependents. Full time employees will receive 15 days of vacation, 12 sick days, 3 personal days, and 3 volunteer days in addition to paid time off during the week between Christmas and New Year’s Day, the week of July 4th, and 11 additional holidays annually.
