Terms of Reference

1. General Background
UNHCR Korea is considered one of the key markets for PSP, with the long-term growth potential to raise over $80 million in the coming years. In line with this strategy, UNHCR Korea set the Digital and Direct Response TV (DRTV) fundraising program expansion as the most important growth driver, bringing over 40% of PSP Korea’s acquisition revenue.

However, Korea has become an increasingly saturated and competitive private sector fundraising market, with various International Nonprofit organizations investing heavily in digital and Direct Response TV (DRTV) fundraising activities year by year.

Based on the PSP growth pathways, Digital and DRTV acquisition programs in UNHCR Korea are now assessed as in the ‘prepare’ pathway and aim to move forward to the ‘accelerate’ pathway by 2025. In this context, building a digital fundraising infrastructure and acquiring expertise in data analysis for performance optimization is a critical factor in all areas required to achieve growth.

This new UNOPS LICA position at GS5 level will assist the PSP IG Associate (Digital & Direct-Response TV Fundraising) in achieving this goal by supporting digital and DRTV fundraising data analysis and infrastructure development to generate income. In addition, the position will promote strategies to reach a new audience through various Digital and TV media platforms/channels to expand the donor base.

2. Purpose and Scope of Assignment

Digital and DRTV performance data analysis

• Support digital and DRTV fundraising and KPI (Key Performance Indicator) data consolidation and development of dashboards and custom reports for marketing optimization

• Provide deep-dive analysis reports on digital and DRTV media and content performance results regularly and on an ad-hoc basis when needs arise

• Assist to plan, develop and execute Digital and DRTV fundraising strategies and annual plans based on data analysis

Digital and DRTV data tracking infrastructure build-up

• Plan GA4(Google Analytics 4)/GTM(Google Tag Manager) data collection strategies and manage GA4/GTM accounts set-up by defining goals, KPIs, and key metrics under the new server/donation page environment

• Support inspection for tracking data accuracy and consistency check between MRM(Local Database) and GA data and troubleshooting

• Explore an opportunity to measure digital and DRTV attribution

Local campaign server and donation landing page maintenance

• Manage local campaign server-related problems and coordination with relevant parties

• Plan and develop enhanced MRM API donation landing page with new feature/functions including fintech payment module for digital conversions

• Manage donation page maintenance including secure donation functions
Partnership and Supplier Management

• Work with various partners, media agencies, and suppliers for digital and DRTV programmes

• Support administrative tasks including procurement, vendor contracting, and payments

Perform other duties as required.

3. Monitoring and Progress Controls
The individual contractor will work for the UNHCR office under the direct supervision of PSP IG Associate (Digital & DRTV fundraising). The individual contractor will perform duty in a combination of office and flexible working environment in line with UNHCR Korea’s guidelines.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)
Completion of high school diploma or University degree in marketing, advertising, or communication preferred.

b. Work Experience
– Minimum 2 years of relevant experience with High School Diploma; or 1 year of relevant work experience with Bachelor or equivalent or higher.
– Minimum 1 year of digital marketing experience. Previous work experience as web service planner or digital data analist or development project manager (PM) in online platform/media would be preferred.

c. Key Competencies
– Experience in establishing digital marketing platforms as a web service planner or project manager;
– Experience in fundraising or income generation by marketing program implementation;
– Knowledge of Google Analytics or other tracking tools for web analysis;
– Knowledge of web and specific software, including Microsoft Office software (e.g., HTML, Adobe Photoshop, Adobe Premiere);
– Excellent written and verbal communication skills both in Korean and English;
– Interested in humanitarian activities and international organizations.
