The EIB, the European Union’s bank, is seeking to recruit for its Human Resources Directorate (HR) – HR Operations Department (HR OPS) – Life Cycle Division (LCD) – Recruitment and Internal Mobility Unit (REC) at its headquarters in Luxembourg, up to 4 (Senior) Recruiters*. These are full time positions at grade 4/5 or 5/6, depending on experience, for which the EIB offers a permanent contract.

*internally referred to as Officer Human Resources (Senior/Analyst).

Operating Network

Reporting to the Head of Unit and working in close collaboration with a team of recruiters, sourcing specialists, and recruitment assistants, as well as various other counterparts in HR, your role will be to deliver a tailored and efficient recruitment service to your assigned clients in one or more business area(s).

Accountabilities

You will design and implement talent acquisition strategies to deliver the entire recruitment cycle for internal and external selections. This includes proactive sourcing activities, reviewing and/or drafting job adverts, assessing and shortlisting applications, interviewing candidates, providing qualitative and meaningful debriefings to clients (managers, candidates etc), and formulating offers for selected candidates.

  • Establish strong business relationships with hiring managers and other internal stakeholders
  • Oversee and coordinate the activities of our recruitment consultants; provide advice, and act as a central point of contact
  • Ensure a high quality and customer centric service and monitor recruitment KPIs
  • Manage relationships with external providers, such as recruitment agencies, assessment tool and advertising providers etc. and take part in calls for tender as required
  • Innovate and propose relevant and modern recruitment and selection tools; identify and support the development of plans, initiatives and tools to efficiently meet the hiring needs of the Bank
  • Build EIB talent pools
  • Develop and participate in Employer Branding activities, raising the awareness of the Bank as an employer of choice
  • Contribute to the design, development and implementation of Talent Acquisition policies, procedures and processes
  • Keep up to date with best practices and latest developments in recruitment and employment markets
  • Actively participate in relevant projects or initiatives, linked to Recruitment and Talent Acquisition.

Qualifications

  • University degree, preferably in a relevant subject
  • At least 3 years of relevant experience in recruitment, ideally in an international/large organisation. Applications of more senior candidates with (considerably) more relevant experience are very welcome
  • Good knowledge of best practices in proactive talent identification and attraction, assessment and selection techniques, social media and the relevant European employment markets
  • Strong customer orientation and capacity to understand business needs
  • Strong negotiations skills, sense of ownership and solution-oriented mindset
  • Exposure to the banking/finance sector would be a plus
  • Drive, initiative and results orientation
  • Sensitivity to, and knowledge of, diversity, gender balance and equal opportunity issues
  • Experience with project and change management would be an asset
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
