The EIB, the European Union’s bank,, is seeking to recruit for its Group Risk & Compliance Directorate (GR&C), Office of the Group Chief Compliance Officer (GR&C-OCCO), Group Operational and Regulatory Compliance Department (GORC), Tax and Regulatory Compliance Division (TRC) , AML&Tax Compliance Unit (AML&TAX), at its headquarters in Luxembourg, a (Senior) Regulatory AML Compliance Officer*.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose
As (Senior) Regulatory AML Compliance Officer, you will identify, assess and advise on AML-CFT regulatory requirements relating to the Bank’s activities, by assessing the quality, adequacy and effectiveness of AML/CFT controls in order to develop solutions, which will strengthen the Compliance function as second line of defence, and mitigate business risk and/or maximise operational efficiency and quality.
Operating Network
Reporting to the Head of AML & Tax Compliance Unit, you will interact with colleagues both within GR&C-OCCO and in other Directorates.
The responsibilities of the AML&Tax Compliance Unit include AML-CFT regulatory compliance issues, the assessment and management of compliance risks (in particular AML-CFT and related integrity matters) associated with the Bank’s activities in relation to its policies, rules and procedures and in the areas of relevance for the Compliance Directorate.
Accountabilities
- Provide strategic advice and inputs to the strategy and policy development process for AML/CFT compliance within the EIB and the EIB Group – ensuring Group alignment in the field of AML/CFT compliance.
- Provide strategic guidance and inputs for risk assessments related to ML/FT risk.
- Prepare legal analyses and advice on regulatory texts in AML-CFT (such as regulations and directives), opinions and recommendations on compliance risks as well as benchmark Compliance processes and workflows against best practice and standards.
- Monitor compliance with regulatory requirements in AML-CFT within GR&C-OCCO and across the Bank and provide strategic advice on the required control framework.
- Identify gaps in AML-CFT processes and make recommendations to GR&C-OCCO Management for the implementation of remediation and/or potential measures of internal control.
- Act as liaison with the Bank’s legal services in the AML-CFT area.
- Contribute to the development of the operational plan and business planning for own area for the benefit of the Division, Directorate and Bank as a whole.
- Cooperate and collaborate closely with compliance officers assessing compliance risks for operations and counterparty risk (pre- and post-approval) to have a good understanding of the BAU and to identify on a timely basis potential needs to further develop/amend the AML/CFT framework, policies and procedures.
- Provide coaching and support to less experienced colleagues to increase their knowledge in the field of expertise and to increase the efficiency and quality of the work activities carried out by the Division.
- Actively contribute to the review of AML CFT training material.
- Advise and guide on AML CFT matters / queries
- Keep up to date with best practice, guidance from EU and national regulators, industry trends and developments and news reports with regard to own specialist field to ensure state-of-the-art approaches to AML/CFT compliance
- Lead focus groups, meetings, benchmarking studies around themes and topics within own specialist field in order to keep EIB staff and fellow colleagues informed
- Actively participate in relevant conferences thus contributing to EIB visibility, including abroad
- Pro-actively share and disseminate own knowledge for the awareness-raising of fellow officers in order to promote a broader sense of responsibility Bank-wide regarding compliance of all relevant policies, procedures and work instructions to be followed by all EIB staff.
Qualifications
- University degree (minimum an equivalent to a Bachelor, preferably master’s level) in economics, finance, law or political science.
- At least 5 years of professional experience in a financial institution in regulatory compliance, preferably AML compliance.
- Knowledge and experience in the EU AML-CFT regulatory environment, AML in the banking sector.
- Expertise in setting the framework for know you customer (KYC) due diligence would be an advantage.
- Knowledge of standard computer tools and full proficiency in internet searches; knowledge of compliance-related data bases and IT tools (including, case management and screening tools);
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
