Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Population and Social Statistics Section, in the Statistics Division. The incumbent reports to the Chief of Population and Social Statistics Section.
Responsibilities
Under the direct supervision of the Chief of Population and Social Statistics Section, and overall supervision of the Director, Statistics Division, the incumbent is required to perform the following functions:
• Independently identifies and monitors substantive aspects of the work of the Section/Division in various regions/countries and provides full range of data analysis assistance at all phases of a data analysis initiative, typically, a large and highly complex component of the departmental data analysis initiatives, seeking guidance only in exceptional circumstances.
• Selects and evaluates a variety of documents, summarizes pertinent material, collects and analyses data and prepares background materials for assessment papers, studies, briefs and reports.
• Systematically follows through and retrieves, highlights and compiles information from a wide variety of information sources; prepares input for the electronic database and the internet and co-operates with governmental agencies including National Statistical Offices, research institutes and organizations in the collection of data.
• Prepares charts, graphs and other outputs for reporting and presentation of various data.
• Assists in formulating project proposals and co-ordinates day-to-day monitoring and implementation of these projects, including project management.
• Produces analytical, quantitative and qualitative elements required for the elaboration of documents and reports contained in the regular work programme and extraordinary work assigned to the Section/Division.
• Carries out preparatory work for and assists in organizing face-to-face, online, and/or hybrid Committee/Task Force meetings and workshops. Drafts agenda and procedural notes for meetings of various committees.
• Participates in technical meetings, conferences, and seminars. Serves as Secretary to committees, ad hoc task forces, etc.; takes notes, draft summary reports, minutes, notes for the files or assessment reports for presentation to the head of the Branch/Unit; monitors follow-up actions, etc.
• Liaises with relevant parties both outside (delegates, NGOs) and inside the Organization.
• Drafts and edits complicated, complex and often technical texts and correspondence and communications related to all aspects of data analysis, including information on available data sets, data catalogues and data analysis, revisions and other related issues, as well as preparing unit contributions for a variety of periodic reports.
• Prepares newsletters on programme/project-related activities, data analysis activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.
• Processes information gathered (background, data, statistics, etc.) using various computer programmes and periodically updates the information to allow its distribution and easy access by multiple and potential users.
• Tracks resolutions and other legislative decisions that affect programme/project content and oversees the preparation of the relevant databases to ensure the incorporation of programmatic and other changes enacted by legislations.
• May undertake mission/field work in support of above activities.
• May provide guidance and support to more junior staff and review work assignments, provide training and inputs to performance evaluation.
• Performs other duties as assigned.

Education
High school diploma or equivalent is required.
Job – Specific Qualification
Supplemental technical or university courses in a field of social sciences, demography, or related field are desirable.
Work Experience
A minimum of 10 years of progressively responsible experience in collecting and researching data across various areas of social and economic development or related area is required.
Experience in using Microsoft Office and Microsoft SharePoint is desirable.
Experience in project management is desirable.
Experience in using MS Forms and/or data analysis applications such as MS PowerBI, MS PowerApps is desirable.
Experience in using online collaboration platforms such as Confluence is desirable.
Experience in the United Nations Common System or international organizations similar to UN Common System is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
