Organizational Setting
The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.
The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.
The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.
Main Purpose
Reporting to the Section Head, the Senior Safeguards Analyst (Technology) provides expert analysis on States’ use and development of sensitive nuclear science and technologies. From a broad knowledge of the nuclear fuel cycle, the Senior Safeguards Analyst (Technology) strengthens the IAEA’s understanding of nuclear proliferation concerns associated with the deployment of technology, indigenous research and development, and knowledge and technology transfers. This in-depth and challenging analytical work contributes to the IAEA’s State evaluation process and in-field verification activities, which provide the basis for the drawing of conclusions on States’ compliance with their safeguards obligations.
Role
The Senior Safeguards Analyst (Technology) is: 1) a technical subject matter expert in a specific field of nuclear science and technology; 2) a key contributor to the preparation and review of technical reports, providing assessments and input that contribute to the State evaluation process; 3) an adviser to senior management, undertaking consultations and investigations arising from ad hoc requests generated from headquarters or in-field activities; and 4) a mentor of staff and source of guidance for specific areas of technical competence.

Providing authoritative technical expertise and advice concerning nuclear proliferation issues related to sensitive nuclear science and technology, including research and development activities.
Leading or participating in analytical teams addressing particular technological issues, and seeking and developing new solutions to complex scientific problems.
Performing technical assessments of safeguards-relevant information and preparing technical reports and input to State Evaluation Reports, Acquisition Path Analysis and Technical Capability Assessments.
Contributing to the development of evaluation methodologies related to the early detection of undeclared activities or the possible misuse of nuclear material or technology.
Guiding, reviewing and evaluating the work of technical consultants on specific analytical and developmental projects.
Contributing to the State evaluation process by participating in the continuous collection, processing, and analysis of open source information related to States’ nuclear activities, as well as conducting consistency analysis using all safeguards-relevant information.
Participating in Departmental working groups for the preparation of State Evaluation Reports, assisting inspectors in the planning of field activities, and maintaining close working relationships with partners in the Operations Divisions.
Coordinating and managing Member State Support Programme (MSSP) tasks related to information collection, analysis and management.
Training, guiding and directing other staff in the collection and analysis of technological information pertinent to the nuclear fuel cycle and potential proliferation pathways.
Overseeing the work of more junior colleagues, acting as a mentor and supporting their development, and developing mechanisms to support and enhance collaborative working.
Contributing to the development of safeguards approaches and the delivery of Department-wide training.

Qualifications, Experience and Language skills
Bachelor’s Degree – First level university degree in one of the stipulated fields with four years of additional relevant experience may be considered in lieu of an advanced degree.
Master’s Degree – Advanced university degree in nuclear science or engineering, metallurgy or materials science, chemistry, physics, electronics/instrumentation/computer science, or a related field.
Minimum of 10 years of relevant experience in the civilian or military nuclear industry in the area of sensitive and emerging nuclear technologies.
Established experience as a subject matter expert, including in-depth theoretical and practical experience in the fields specified in the Expertise Section above.
Proven experience in and knowledge of procedures for handling sensitive technical knowledge and information and dealing with issues at the State level.
Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $92731 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45624*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance. Appointment information
