This position is based at our Luxembourg headquarters and requires regular office presence. The EIB, the European Union’s bank is seeking to recruit for its Projects directorate (PJ) – Innovation and Competitiveness Department (INCO) – Life Sciences and Health (LSH) at its headquarters in Luxembourg, a (Senior) Sector Engineer.

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Panel interviews are anticipated for September 2024.

Purpose

The (Senior) Sector Engineer assesses, within multi-disciplinary teams, the technical and economic viability and environmental and social sustainability of investment projects related to the Health sector, in all countries where the Bank operates. These activities are performed in the context of the EIB’s due diligence process, which involves, among other activities, the review of the technical documentation received from the promoter, the preparation of an appraisal report summarizing the findings as well as other relevant documents for the internal processing of the operation. Upon approval of these projects, s/he also has an active role in the technical monitoring of the project until its completion. S/he would also contribute to sectoral studies and transversal activities in her/his field of expertise, for example in relation to environmental sustainability and energy efficiency in buildings, climate impact, relevant technologies and other sector related aspects.

The (Senior) Sector Engineer also contributes to or coordinates Technical Assistance assignments in his/ her area of expertise and procurement related activities for projects approved, to be approved or within the division/ department.

Operating Network

The (Senior) Sector Engineer will report to the Life Sciences and Health’ Head of Division and will work in close collaboration with the other professional staff of the Innovation and Competitiveness (INCO) Department, and broadly within Projects directorate. In addition, close work and cooperation with other parts of the Bank is envisaged, notably those participating in lending operations and advisory work. S/he will need to work with a high degree of autonomy and with strong collaborative attitude, also maintaining external contacts with private organisations, public authorities and EU institutions, as appropriate.

Accountabilities

As part of a multi-disciplinary team, the (Senior) Sector Engineer will:

  • Ensure technical assessment of proposed investments in the Health sector, or other INCO divisions’ areas of work if needed, including compliance with EU and EIB’s climate, environmental, social and procurement policies;
  • In the context of the assessments indicated above, cooperate closely with the Lending Directorates (Operations directorate, EIB Global) and provide assistance to the identification and early screening of investments;
  • Assess, contributes to and manages technical assistance assignments, as relevant for the projects and/ or department;
  • Monitor projects’ implementation, including final evaluation of project completion and further project follow-up when required. This involves, when necessary, assisting promoters and Bank services to ensure progress, including setting up and advising Project Implementation/Monitoring Units;
  • When required, liaise with the European Commission, other international bodies and IFIs and represent the EIB at relevant sector events;
  • When required, prepare sector, policy and methodology papers related to her/his area of expertise in support of the Bank’s activities;
  • Willingness to travel to countries in and outside the EU.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), in a relevant field (e.g. architecture or engineering – preferably civil engineering – building services, mechanical engineering or environmental engineering with focus on buildings). A post-graduate degree at Master’s level or equivalent would be an advantage and a multidisciplinary background an asset;
  • Minimum of 5 years of relevant professional expertise in the engineering or building construction sector covering the main aspects of the project cycle (feasibility, design, development, management and operation). Specific experience of climate (adaptation and mitigation) and environmental sustainability in buildings would be a distinct advantage;
  • Experience of projects in the health sector would be a distinct advantage;
  • Knowledge of EU policies and regulatory aspects including climate, energy efficiency, the environment and public procurement. Knowledge and exposure to building energy efficiency certifications or sustainable building certifications would be an advantage;
  • Experience within interdisciplinary teams in project management and international exposure would be an advantage;
  • Experience with project finance operations, including PPPs, would be an advantage;
  • Experience in the technical assessment of projects in a financial institution would be an advantage;
  • Excellent knowledge of English and/or French (*), with a good command of the other. (Good command of French would be a distinct advantage).
  • Knowledge of other EU languages would be a distinct advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
