The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Data & Information Solutions Department (DIS) – Content Management Solutions Division (CMS) – Intranet & Governing Bodies Portals Unit (IPS) at its headquarters in Luxembourg, a (Senior) Solution Architect – Intelligent Search & Content Insights *.
This is a full-time position at grade 5/6 for which the EIB offers a permanent contract

Purpose
You will be responsible for the design and development of best-in-class intelligent search solutions to ensure staff finds the most relevant and accurate information faster. With an unwavering focus on the business needs, you will shape applications with utmost precision ensuring their seamless operation and constant evolution.
Operating Network
You will report to the Head of Unit and will collaborate with colleagues from the division, along with other teams across the directorate. Strong communication and relationship management skills will be required, as interactions across other directorates will be required
What will you do?
- Contribute to defining the strategy and policies for information management solutions, to ensure that the overall IT strategy and policies meet the business strategy, market trends and developments
- In collaboration with other key stakeholders, support the organisation in designing and executing the roadmap to implement the EIB Group roadmap ofintelligent search and content insight solutions
- Manage intelligent search and content insight solution projects, this includes software upgrades, application, and interface implementations
- Ensure that consistent development practices are applied during the whole software lifecycle, including analysis, design, implementation, testing and maintenance of solutions
- Provide advice in the domain of enterprise/intelligent search and content insight solutions; be actively involved in new projects and supporting other teams
- Coordinate and supervise key external parties to receive a better service, stay abreast of best practice and ensure the proper delivery of expected solutions to internal business customers
- Create and maintain technical architecture and reference documentation for search and content insight solutions
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in Engineering, Information Technology or Information Management
- At least 5 years’ relevant experience in IT architecture with strong technical background, preferably in .NET stack and other complementary technologies
- Proven solid experience in the design, development and maintenance of large-scale solutions based on enterprise search engines (e.g.: Microsoft Search/Microsoft SharePoint Search, ElasticSearch, Sinequa, Solr, Lucene, etc)
- Knowledge of/experience with intelligent search and cognitive services, based on the use of AI techniques (built-in OCR, entity recognition, key phrase extraction, auto-tagging, sentiment analysis, summarization, etc.)
- Solid understanding of the software development life cycle
- Knowledge of project management principles, methods and practices, agile methodology and ITIL
- Experience with DevSecOps practices and tooling (e.g.: JIRA, Jenkins, Azure DevOps, GitHub, etc.)
- Experience documenting current and future state architectures
- Experience introducing new technologies and driving innovation
- Excellent background in delivering API and microservices integrations
- Exceptional ability to provide technical support and resolve queries
- Any of the following will be considered an asset:
- Sound experience and/or certifications in the domain of cloud platforms (Azure, Microsoft 365, SharePoint, AWS, etc.)
- Experience working with solutions in the areas of web content management, knowledge management, document management and social collaboration
- Certifications in search engine solutions or use of cognitive services (e.g.: Microsoft Certified: Azure AI Engineer Associate)
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.
