The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS-GDO) – Business Solutions Department (BSD) – Finance Division (FD) – Treasury & Borrowing Unit (T&B), at its headquarters in Luxembourg, a (Senior) Squad Leader*.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

You will coordinate a team of IT engineers (squad) responsible for the implementation and continuous evolution of a software system to satisfy and respond to requests from various business stakeholders by delivering working solutions, ensuring consistent quality and timely delivery.

Operating Network

In this position you will report to the Head of Unit. The unit provides IT services in the fields of Treasury & Borrowing Front, Back, Middle Office, Risk Management and Accounting.

The position more specifically forms part of the EIB’s 3 lines of defence implementation strategy. You would work in a new dedicated product team, whose mission is to develop a set of advanced analytical tools for decision making and monitoring/control purposes.

Accountabilities

  • Maintain the development team’s backlog focusing on business goals to provide clear visibility on deliverables and timing
  • Participate in the complete software development life cycle, focusing on automation in the area of testing, code validation, deployment and release
  • Coordinate business analysis with business representatives and external IT consultants to define and develop the new analytics platform roadmap
  • Ensure that relevant IT policies and initiatives are implemented and key operational processes are run in the most effective and efficient way
  • Support knowledge sharing and facilitate on-boarding of new staff on the data analytics platform through coaching, technical training, peer-programming and coordinating an external IT team Participate in special initiatives that can go beyond the strict boundaries of own domain

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in Information Technology or related discipline
  • Minimum 5 years of relevant professional experience in the full-stack development of solutions ideally in a mixed IT / Finance environment
  • Experience with software development using a number of coding languages including but not limited to Python, Java, etc
  • Ability to query data using SQL
  • In-depth understanding of test – build – deployment automation
  • Excellent knowledge of agile and project management principles, methods and practices
  • Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
