Based in The Hague, Netherlands the Senior Staff Officer, Executive Coordination will play a key role in providing proactive consultative support to elevate the performance of the Chief Operating Officer and their Chief Operating Office within the NCI Agency.

The role:
The Chief Operating Office (COO) is accountable for aligning demand and supply to create customer value, by leading business planning, prioritizing incoming requests, leading through-life cycle business development, overseeing resource allocation to & execution of projects and services. The COO directs data-driven performance improvements, keeping the Agency Portfolio, Programme, Project and Services Management (P3SM) Framework updated and ensuring compliance. The internationally dispersed team support the full life-cycle support for Service Delivery and continual improvement, supervising compliance with Agency processes, and promoting a collaborative environment for effective and efficient business operations.
The Senior Staff Officer is part of the Executive Support and Information Knowledge Management (EXS-IKM) team who are the COO front office and are responsible for the provision of senior executive support to the Chief Operating Officer (administration, management, supervision, control, budget and internal staff) and for the management of information and knowledge for the organisational function.
This new post will report to and provide strategic support to the Chief Operating Officer ensuring they have actionable solutions to current and future opportunities and issues. The Senior Staff Officer will have an immediate impact on the streamlining of strategic and tactical initiatives within the sphere of influence of the COO where the role holder will assist and collaborate with leaders within the COO to embed transparency, efficiency and the successful implementation of initiatives that elevate the performance of the COO.
The Senior Staff Officer will take on critical tasks directly designated by the Chief Operating Officer to drive efficiencies within the COO where they will operate with autonomy whilst interacting closely with staff at all levels within and outside of the NCI Agency to identify and address any opportunities or issues that may arise.

You uphold ethics and values demonstrating integrity by promoting equal opportunities, further to this you have:
· Ideally proven consulting experience with a focus on operations management
· Ideally portfolio management from a programmatic, financial and procurement perspective
· Ideally understanding of the NATO HQ entities involved in policy development and decision making concerning common funded project and service delivery framework
· Previous experience with managing and co-ordinating complex activities
· Experience in developing and implementing strategic planning processes and initiatives
· Experience analysing wide range of data and develop recommendations based on empirical data and the underlying strategic objectives of an organization
· Experience supporting business performance analysis, project management and initiative implementation
· Experience in providing relevant reports, analysis and advice to staff and management with a focus on interdepartmental communications
· Demonstrated ability to cooperate and coordinate with multiple stakeholders internally and externally facilitating consensus and to impact and influence using multiple actions to persuade, indirect influence or complex influence strategies
· Proven ability to communicate effectively orally with good briefing skills, and in writing, with ability to produce clear and concise reports, management and planning documents and procedures.
· Experience leading and implementing organizational change
· Solid experience in the use of Microsoft tools: Excel, PowerPoint and SharePoint, or equivalent
