Department Summary
The Strategic Institutional Partnerships (SIP) Team in Europe leads on the development and delivery of donor engagement strategies and plans, focusing on priority donors across Europe. France has been a key partner of Mercy Corps since 2012. Under our new global strategy and the European Strategic Plan, we are looking to deepen and expand our relationship with France as a donor and policy maker.
The Position
The Senior Strategic Partnerships Officer (FRANCE) is a key member of our Strategic Partnerships team, responsible for providing comprehensive support to growing our portfolio of funding with French institutional donors. The role will ensure Mercy Corps’ teams have the accurate and up-to-date information on AFD Group and CDCS guidelines and standards for programmes, and will support proposal development efforts, working closely with country and regional teams to develop successful applications for French donors funding.

Works Directly With: SIP team, RPT, P&A team, Technical Support Units (TSU), Compliance Team.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Success Factors
The successful candidate will have superlative interpersonal and communication skills and bring flexibility, creativity to every project undertaken. The individual will have solid writing skills in both French and English and the ability to multi-task, pay attention to detail, and work under tight deadlines within complex team environments. They will be able to build and maintain effective relationships with a wide variety of individuals and organizations utilizing their strong influencing and negotiating skills. Senior Strategic Partnerships Officer will approach their work with an ‘international outlook’, with ability to work across language and cultural boundaries with enthusiasm and have an innovative approach. The successful candidate will also be well connected in France with institutional, corporate and foundation donors and be able to demonstrate a passionate and clear empathy with Mercy Corps’ aims and values. They will work independently, take initiative, and may need to spend time in environments with significant restrictions to personal movement and some operating risks. Strong thematic experience/expertise within the humanitarian and development sector, particularly in fragile settings is a valued factor of success.
Living / Environmental Conditions
Based in Paris area, no office. Up to 30% travel will be required through Europe and to field locations including those that may be basic conditions or in volatile environments where security protocols are in place. Strict adherence to Mercy Corps security policies and procedures will be required as will respect for local cultural norms and traditions.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in country venues.
