Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Background

The Division of Mitigation and Adaptation (DMA) provides technical expertise across all eight mitigation and adaptation results areas for both public and private sector CNs and funding proposals. The Division also leads the preparation and review of public sector Concept Notes and Funding Proposals. It assists Nationally Designated Authorities (NDAs) and Accredited Entities (AEs) in the origination, development and structuring of projects and plays a critical role in finalizing the Funded Activity Agreements (FAAs) following project approval to enable projects to start implementation. In addition, DMA is responsible for managing the GCF REDD-plus results-based payments pilot programme and the Enhancing Direct Access (EDA) Pilot Programme. DMA provides the interdivisional management of the Simplified Approval Process (SAP) and the Project Preparation Facility (PPF), including the administration of their roster of international firms. Finally, it carries out technical reviews of draft country and entity work programmes.

Position Objective
The Senior Team Assistant will be primarily responsible for highest quality overall support to DMA’s Director in performance of his/her role effectively for administrative, human resource, procurement and budget-related activities of the Division. S/he will also supervise two other team assistants in DMA to ensure that the support team is organized with clear division of tasks among its members and is responsive to the needs of DMA.

Purpose

  • Assure highest quality support to the Division’s Director /management by ensuring that general administrative, human resources, budget, and procurement related support is provided effectively, efficiently and in a timely manner;
  • Ensure consistent quality across a range of deliverables through thorough planning and coordination of the publication process for board meetings for successful and timely delivery of board documents on funding proposals.
  • Serve as a DMA focal point for communication with other Divisions as necessary;

Engagement

  • Identify and organize incoming requests for and recommend areas for the Director’s attention for the performance of his/her role, communicate messages on behalf of the Director to the team and cross-divisionally for smooth internal flow of information; and
  • Support Board publication preparation and coordination for funding proposals from the public sector (DMA).

Delivery

  • Oversee correspondence and communication to external contacts to adhere strictly to standard established with GCF Correspondence Guidelines;
  • Identify for the Director’s attention opportunities to improve divisional procedures and practice; and track /escalate actions assigned by the Director to ensure their timely completion; and
  • Develop guidelines or manuals for administration-related matters and centrally manages official records files and information materials according to their classification.

Requirements (Education, experience, technical competencies required of the job)

  • Bachelor’s degree, with approximately seven (7) years of relevant experience or equivalent combination of relevant education and experience;
  • Experience in handling logistics for events, workshops, conferences and Board meetings;
  • Previous experience supporting larger teams is mandatory plus experience as a supervisor of other assistant staff in a similar office setting will be considered an advantage;
  • Demonstrated experience in handing handle sensitive and confidential information /data and adherence of highest integrity standards is a must;
  • Unquestionable integrity and adherence to the highest ethical standards;
  • Formal training in secretarial, clerical, administrative, operational services or equivalent is optional; and
  • Good knowledge of office technology such as MS office package, and experience in working with databases is highly desirable.
