CARE is seeking a Food and Water Systems (FWS) Senior Technical Advisor for Middle East and North Africa (MENA) region. CARE’s right to food, water and nutrition programing in MENA region has been mainly focused on humanitarian response. Food and water systems nexus and development programing is becoming more relevant in the region. There is a need within CARE in MENA for a more consistent integration of more FWS standard approaches. MENA FWS Senior Technical Advisor will report directly to the Food Secrurity and Resilience (FSR) Director, with dotted line to MENA regional management unit.
Responsibilities:
1.Leadership and support agriculture and food systems programming in MENA
oReview, adapt & develop FWS programs so they are integrated & gender transformative.
oEnsure CARE’s gender & program principles are integrated in high qual. FFBS activities.
oContribute to development of quality products, tools & approaches.
oContribute to cross sectoral learning & innovation with MENA CO teams on FFBS scaling.
oSupport capacity building to gov’t so that FWS policies are adopted and budgeted.
oEnsure gender analyses, plans & operations reflect CARE gender & prog. qual. frameworks.
2.Provision of technical backstopping to FWS ongoing programs in MENA
oProvide TA & training on at least 2 FWS sub-sectors: WASH, nutrition, bus & mkts, & gender transformation to COs programs using FFBS
oCoordinate w/ FWS & other CARE team STAs & other PT staff, ensuring their availability & support on FFBS projects
oMentor & support CO staff, strengthening their skills, knowledge, capacity & confidence to integrate gender transformative & FWS principals in FFBS.
oTrain CO teams so they perform high quality programs; use & adapt CARE tools/strategy/approaches.
3.Design New Proposals
oSupport program designs to ensure FFBS & SFtW are addressed throughout Theories of Change, using available CARE tools & resources across thematic areas.
oReview & contribute to design of CARE FFBS proposals to ensure model fidelity.
oSupport engagement btwn COs & fundraising teams on leveraging available resource with other potential funding.
oCollaborate/coordinate with FWS, IFS & other donor mobilization to advance FFBS in MENA.
oSupport funding efforts to scale-up/advance FFBS, FWS & resilience.
4.Knowledge Management Learning and Advocacy
oSupport MENA CO to capture innovations, best/promising practices, lessons &translate them into tools, systems, processes &/or approaches to increase tech excellence.
oAnalyze impact of FFBS/SFtW programs &help disseminate learnings.
oShare learnings with FWS TAs.
oRepresent projects in relevant fora.
oSupport making tools/guidance/best practices available &help FFBS module design.
oContribute to research/KML on MENA FFBS/SFtW.
oContribute to CARE global/CO advocacy so FFBS are adopted & budgeted.
