Position Description:

The Strengthening Local Level Health Systems (SLLHS) Activity is a project managed by a consortium, where icddr,b is the “Country Anchor Partner”. SLLHS is supported by USAID with a vision to develop a health system in Bangladesh that can enable universal health coverage (UHC) by delivering high-performing, responsive, equitable, resilient, and adaptive services, which are effectively planned for and managed by skilled and accountable district and upazila health managers. To realize this, we propose to work hand in hand with district and upazila health managers while embracing the guiding principles of equity, quality, resource optimization, evidence-based decision-making, adaptive management, resilience, and locally led development.

The Senior Technical Advisor (Health Sector Coordination, Integration and Resource Optimization), reporting to the Principal Investigator, SLLHS, Maternal and Child Health Division, is an experienced and strategic leader known for excellence in the public health programs. This position will play the central role for coordination, collaboration and advocacy with different GoB counterpart including different Ministries and other relevant actors. This position will work with the health managers and other counterparts at the subnational level while maintaining national level linkages to entrench sustainability measures and coordinate the county performance reviews, planning and budgeting. One of the core responsibilities would be supporting local resource generation for SLLHS activity in collaboration with other local GoB counterparts (e.g. Department of Social Welfare, Department of Public Health Engineering etc) and private sector. S/he will be accountable for ensuring highest level of compliance with award conditions, organizational policies and procedures, and acceptable standards.

Other responsibilities of this position are outlined below:
  • Provide technical leadership on all aspect of the health systems to improve the quality of service delivery;
  • Lead the coordination effort with national and local stakeholders, including various GoB ministries, NGOs, and the private sector, to enhance the effective implementation of project activities;
  • Represent the project in relevant technical working groups, committees, and meetings at both the national, district and sub-district levels; advocate with health institutions at the national, divisional, district, and community levels to promote awareness of their roles in enhancing project outcomes;
  • Assist the project in its efforts toward harmonization, consortium coordination, and alignment with donor priorities;
  • Lead the team in effectively identifying and utilizing local resources to enhance project initiatives;
  • Scan the external environment for potential sources of funding; identify the relevant ministries or organisations for the purpose of non-core fund support, prepare proposals & present case for funding;
  • Take the initiative in identifying opportunities and lead the team in up taking successful project initiatives within the health systems operational plan to ensure sustainability;
  • Build a long-term relationship that goes beyond immediate funding requirements; become a trusted & reliable partner in helping the donor to achieve its project objectives;
  • Promote financial autonomy at both the national and sub-national levels and improve understanding of health financing in collaboration with the project PI;
  • Review resource consumption and manpower utilization and design action plan;
  • Support the development and implementation of the Health Systems Improvement Plan (HSIP);
  • Update team on new developments on functional policies and processes; resolve queries and concerns on strategic issues; respond to escalations and interact with the consortium lead, if required;
  • Foster the capacity of health managers in resource mobilization through various methods, including training sessions, one-on-one mentorship, on-the-job training, and supportive supervision;
  • Prepare regular narrative and milestone reports for internal monitoring and donor reporting as needed;
  • Promote a spirit of collegiality and gender diversity amongst team members and in the organization;
  • Adhere to gender diversity guidelines of the organization and provide an equitable environment for the development and growth of all team members.
Required experience and qualifications:

Education:

MBBS with a Master’s degree in health-related field. A PhD in a health-related discipline would be considered as an advantage.

Experience:
  • 12 years’ state-of-the-art progressive experience in the field of public health management, health economics, and implementation. Preference will be given to the candidates with prior working experience in USAID-funded project environment;
  • Experience or involvement in the development of health sector program/operational plans is essential;
  • Demonstrated experience interacting with the host country government and counterparts, international donor organizations, civil society, and private sector organization is required;
  • Experience or involvement in the development of different health related national strategies would be preferred;
  • Excellent proficiency in both written and spoken English including presentation skills.

Contract Type and duration:
  • Fixed TermContract; duration will be for 1 year with a possibility of extension subject to availability of fund and performance.
Salary & benefits:
  • Annual Tk.32,68,110/- inclusive of house rent and conveyance allowances and other admissible benefits.
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
