Position Description:

The USAID/Bangladesh’s Strengthening Local Level Health Systems (SLLHS) Activity is a project managed by a consortium, where icddr,b is the “Country Anchor Partner”. SLLHS is supported by USAID with a vision to develop a health system in Bangladesh that can enable universal health coverage (UHC) by delivering high-performing, responsive, equitable, resilient, and adaptive services, which are effectively planned for and managed by skilled and accountable district and upazila health managers. To realize this, we propose to work hand in hand with district and upazila health managers while embracing the guiding principles of equity, quality, resource optimization, evidence-based decision-making, adaptive management, resilience, and locally led development.

The Senior Technical Advisor (Health Systems Strengthening), reporting to the Principal Investigator, SLLHS is a seasoned and strategic executive with a reputation for excellence in the public health programs. This is a key position for the overall consortium and expected to serve as one of the key institutional liaisons to donors and partners. This position will be responsible for leadership management, and technical direction for the entire consortium, ensuring an integrated vision among different components and actors, and a focus on achieving the results as defined in the sub-agreement. The Senior Technical Advisor (Health Systems Strengthening), will have the demonstrated ability to work in complex environments and manage diverse teams to deliver impact within agreed timelines.
Other responsibilities of this position are outlined below:
  • Provide visionary and strategic leadership to the consortium and project team to accomplish the project goals and objectives;
  • Lead and design strategies for the effective implementation of maternal, newborn, and child health initiatives, as well as family planning, nutrition, and tuberculosis policies, strategies, guidelines, and standards. This role will involve fostering collaboration and coordination among key stakeholders, including the Ministry of Family Welfare (MOFW), civil society, the private sector, and other donors;
  • Lead the development of Health Systems Improvement Plan (HSIP) and its implementation at the local level;
  • Responsible for developing technical contents, strengthening systems that deliver quality health services, improving monitoring and supervision;
  • Responsible for timely development and submission of the periodic project technical reports to the consortium lead;
  • Analyze the epidemiological trend, identify the gaps, and develop an action plan for the consortium;
  • Provide technical and strategic assistance to the Governments and other counterparts and stakeholders;
  • Liaise with national and local level government counterparts, engage in local level planning, provide necessary guidance, capacity building, ensure that activities are evidence-based, adapted to local context, and reflect state-of-the-art knowledge and best health system programming practices in Bangladesh;
  • Guide efforts to document lessons, showcase successes and ensure appropriate branding/visibility of the project and icddr,b;
  • Foster a culture of evidence-based decision-making by ensuring timely feedback and corrective actions for program improvements and strategic resource allocation, informed by regular analysis of program data;
  • Promote a spirit of collegiality and gender diversity amongst team members and in the organization;
  • Adhere to gender diversity guidelines of the organization and provide an equitable environment for the development and growth of all team members.
Required qualification and experience:
  • MBBS with a Master’s degree in health-related field. A PhD in health-related subject would be considered as an advantage;
  • 12 years’ state-of-the-art experience at senior management level in donor-funded projects; Preference will be given to the candidates with prior working experience in USAID-funded project environment;
  • The potential candidate is expected to have work experience in health systems strengthening, maternal, newborn & child health, nutrition, family planning, epidemiology, development of policies and strategies, program design and management, monitoring and evaluation, coordination and networking, staff management and technical assistance;
  • Demonstrated experience interacting with host country governments and counterparts, international donor organizations, civil society, and private sector;
  • Excellent proficiency in both written and spoken English including presentation skills.

Contract Type and duration:
  • Fixed Term Contract; duration will be for 1 year with a possibility of extension subject to availability of fund and performance.
Salary & benefits:
  • Annual Tk.32,68,110/- inclusive of house rent and conveyance allowances and other admissible benefits.
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
