Position Overview

As a member of Pact’s global health team, the Senior Technical Advisor – Public Health Systems Strengthening (STA/PHSS) will provide technical leadership, expertise, and backstopping for the USAID/Ukraine Public Health System Recovery and Resilience (PHS R&R) Activity led by Pact. The STA/PHSS will work closely with the PHS R&R team to develop, adapt, and deliver technical assistance and capacity development support to the Government of Ukraine (GOU) and local partners to strengthen national and sub-national capacity for preparedness, response, and resilience to public health threats, and for performing essential public health operations to protect and improve population health outcomes following disruptions from the war. The STA/PHSS will collaborate with key stakeholders and partners to influence and facilitate the implementation of a coordinated, high-quality public health systems strengthening program contextualized to Ukraine and aligned with national public health priorities and international best practices and standards. The STA/PHSS will report to the Senior Director, Global Health.

Key Responsibilities

  • Provide technical guidance and expertise on a range of public health systems strengthening issues, including but not limited to: public health policy support and implementation; public health leadership, governance, and management; public health emergency preparedness and response; routine immunization; disease surveillance and data use for decision-making; workforce development for public health services; integration of disease prevention into primary health care; and coordination across systems levels and sectors for improved effectiveness in public health service delivery and resilience to public health threats.
  • Provide inputs on systems strengthening in the development of project workplans, reports, and budgets, and participate in project level planning, monitoring, and review processes to ensure harmonization with other project components, efficient and effective achievement of expected results, and joint development of solutions to implementation challenges.
  • Provide technical support in developing and tailoring technical assistance and capacity development to the GOU at the national and sub-national levels, based on identified public health systems gaps and capacity needs and aligned with workplan priorities.
  • Develop/adapt and support application of training materials, standard operating procedures, tools, and job aids that facilitate Ukrainian-led implementation of essential public health and health security functions.
  • Provide direct technical assistance and capacity development to national and sub-national public health institutions and community-based partners in performing essential public health operations and developing collective action to address public health challenges.
  • Develop and contribute to analytical documents, concept papers, and technical briefs to influence and inform the design, prioritization, and implementation of public health service delivery and continuous adaptation of the project’s public health systems strengthening model.
  • Provide strategic advice to the project team on emerging and strategic public health issues at regional and global levels and on recognized best practices for scale-up of evidence-proven public health approaches and interventions.
  • Document project’s approaches and learnings in public health systems strengthening.
  • Promote peer exchange and learning on public health systems strengthening within the project and among key stakeholders and partners.
  • Participate in and represent the project in external meetings, conferences, and events, and position Pact and the project as a technical leader in public health systems strengthening.
  • Perform other duties, as assigned.

Basic Requirements

  • Master’s degree with eleven (11) years work experience or bachelor’s degree with at least thirteen (13+) years work experience

Preferred Qualifications

  • Advanced clinical degree, MD/PhD or master’s degree in health-related field or equivalent experience.
  • At least 10 years of relevant professional experience, including international public health programming, with at least 5 years relevant overseas work experience, preferably in Ukraine and/or Eastern Europe.
  • Significant and successful senior-level experience working in international development and/or public health programs, specifically in public health service delivery, public health and/or health care systems strengthening, health policy programming, public health in fragile/conflict settings, community-based health programming, and/or global health security.
  • Experience working on teams for USAID cooperative agreements and/or contracts and knowledge of USG procurement regulations.
  • Experience providing direct technical assistance and capacity development to country-based project teams and local counterparts.
  • Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local and international nongovernmental, governmental, and international organizations.
  • Demonstrated ability to work in complex environments and work with and between different stakeholders.
  • Demonstrated organizational, consulting, and mentoring and coaching skills and abilities, sound judgment, and high ethical standards.
  • Adaptability and flexibility to respond to changing priorities and deadlines.
  • Demonstrated ability to communicate clearly and concisely in written and spoken English and Ukrainian.
  • Demonstrated ability to write technical reports and documents, journal articles, and/or research studies.
  • Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook.
