Position Overview

Pact seeks a Senior Quality Improvement (QI) Advisor for the anticipated USAID Acess Miahy activity. USAID Acess Miahy’s goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Acess Miahy will continue building the capacity of Ministry of Public Health (MOPH) actors and other relevant stakeholders at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Acess Miahy is anticipated to be a $50-$99M cooperative agreement; the anticipated release date is August 16, 2024, with an anticipated award date of October 31, 2024.

This position is anticipated to be based in Antananarivo, Madagascar.

The Senior QI Advisor will provide strategic guidance, technical leadership, and coordinate activities with stakeholders for QI components of the Acess Miahy program. The Senior QI Advisor will lead co-development of QI strategies and activities with national and provincial government staff and oversee coaching activities at district and facility levels. He/she will also guide other technical staff and collaborate across the activity to center QI within relevant activities. The Senior QI Advisor will also development relevant, timely inputs to routine reports and work plans, lead assessments and co-development of responsive QI initiatives, and represent Acess Miahy QI in technical working groups and other relevant coordination groups.

Key Responsibilities

  • Lead the design, delivery, and assessments/corrections of QI interventions in collaboration with key national and regional stakeholders, ensuring adherence to national guidelines and international best practices.
  • Supervise, coach and mentor activity technical personnel and strengthen sub-national technical staff to implement and use adaptive management principles to guide facility-level QI activities.
  • Lead the development of QI activities within annual work plans, ensuring they support the project’s overall integrated strategic approach and its coordination throughout all levels of the Government of the Republic of Madagascar.
  • Monitor implementation of QI activities to ensure timely completion of objectives and outputs.
  • Develop contractual deliverables (quarterly, annual, QI assessments and change plans, etc.) in conjunction with other key staff and external evaluators.
  • Partner closely with project staff and implementing partners to identify, document, and disseminate best practices.
  • Represent Acess Miahy at QI-focused technical working groups and coordinate all technical assistance requests.

Basic Requirements

  • Bachelor’s degree in Public Health or closely related field and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience. Masters and 6 years of experience.
  • Experience should include public health technical leadershop in sub-Saharan Africa or other resource-limited settings.
  • Qualifications of this position may change depending on USAID’s requirements in the solicitation.
  • Minimum of 5 years leading the QI or related technical component of a USAID-funded project of similar size and scope. Experience in Madagascar strongly preferred.
  • Documented hands-on practical experience developing or adapting, providing technical assistance for, and assessing QI activities for health programs in developing countries, including data quality assurance.
  • Demonstrated expertise in at least one of the following areas: QI methodologies, institutional capacity strengthening, SOPs related to human resource improvement, or health service governance.
  • Proven technical program management skills, including relevant experience in coaching and direct supervision of professional staff.
  • Proven ability to produce professional quality English-language documents such as progress reports, case studies, and research protocols.
  • Full professional proficiency in English and French.
