Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for our new Senior Technical Field Manager in Iraq – one of our largest and most complex programmes.

Requirements:

  • Proven ability to develop and manage multiple teams in survey of mines, cluster munitions, IEDs and other ERW, including motivating and leading a team.
  • Relevant higher education or equivalent military qualifications.
  • IMAS EOD level 3+ or equivalent military qualification.
  • IEDD qualification or proven experience in IEDD clearance.
  • Good knowledge of, IMAS, NMAS, SOPs, humanitarian disarmament policy and land release principles (and/or IATG when relevant).
  • Experience with Humanitarian Mine Action Toolbox.
  • Good understanding of the land release process and procedures
  • Experience with capacity development of national mine action authorities and local implementing partners.
  • Written and verbal proficiency in English.
  • Good numeracy and IT skills.
  • Valid driving license.

We are looking for someone with excellent interpersonal skills and the ability to cooperate and work in a multi-cultural/multinational setting. You have strong communication skills with the ability to transfer knowledge, identify and resolve issues, and work with a high degree of independence. You have a structured mindset and are great at planning, executing plans and reaching deadlines. You also have the ability to adapt to a harsh environment and work calmly under pressure and with limited supervision.

What you will do:

  • Develop and implement the annual Project Operational Plan to ensure the ability to achieve set donor targets.
  • Represent the Operations Manager at the Project level.
  • Oversee operations in accordance with the Operations Management strategy and plans.
  • Maintain a functional operations room with technical and operational planning and reporting systems.
  • Development, planning, execution and quality management of survey and clearance operations.
  • Assist in the development and update of operational SOPs.
  • Oversee the conduct of operations in accordance with plans, SOPs and IMAS/NS.
  • Ensure that teams remain operational, equipment issued, and logistically supported.
  • Assist the Operations Manager in ensuring operational accreditation including for IED clearance.
  • Develop capacity development plans for national operational staff.
  • Plan, oversee and conduct training for local staff in survey (NTS/TS), clearance, impact assessment.
  • Provide operational reports including but not limited to; progress reports, NPA Monthly report, NTS and hazard reports, completion and suspension report, to both NPA’s reporting system and the national Authority through IMSMA.
  • Represent NPA at relevant stakeholder meetings and events.
  • Liaise with national and local authorities for operational, logistic and administrative purposes as required.
  • Develop and maintain an operational QM system. This system shall be from the ground up and detailed down to searcher level and tracking.
  • Contribute to operational methodology development.
  • Any other task or duty as assigned by the Operations Manager.
