Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

We are looking for a new Senior Technical Field Manager (STFM) to join NPA’s dynamic Mine Action and Disarmament programme in Ukraine and in particular its liberated areas recently under Russian occupation, which are highly contaminated with Explosive Ordnances mostly as a result of the still ongoing conflict. You will be responsible for the co-ordination and delivery of the clearance and removal of these explosive items along with capacity development and further expansion of NPA operations.
Location: Mykolaiv, Ukraine, but may be relocated to other parts of Ukraine, based on NPA’s areas of operations. Frequent travel within Ukraine and to the main office in Kiyv city is to be expected.

Please note that we offer a two-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.
Requirements
- IMAS EOD level 3 or equivalent military qualification, with at least 5 years of managerial experience.
- Proven ability to develop and manage multiple teams in survey of mines, cluster munitions, and other ERW, including motivating and leading a team.
- Good knowledge of IMAS and the land release principles in a Humanitarian Mine Action programme.
- Experience in mine clearance/land release.
- Experience in “HMA toolbox” approach.
- Good numeracy and IT skills.
- Category B international driving license.
- Excellent written and spoken English, knowledge of Ukrainian and/or Russian language is desirable.
- Experience and qualifications in dealing with Air Dropped Weapons, including cluster munition is desirable.
- NPA work experience is desirable.
You have good cultural and interpersonal skills, combined with good leadership and communication skills. You are able to motivate staff in a calm and professional manner with limited supervision, and manage to plan and coordinate activities often within tight deadlines in a harsh environment. You are able- and willing- to work and live under stressful and hazardous conditions.
What you will do
- On behalf of the Operations Manager, supervise and lead the Technical Field Managers and other operational staff in the area of responsibility.
- Assist in the development and update of operational SOPs and maintain operational accreditation.
- Conduct the quality management of mine action operations in accordance with SOPs and IMAS/NMAS.
- Develop capacity development plans for national operational staff, plan, oversee and conduct training for local staff in survey (NTS/TS), land release, impact assessment.
- Assist in the development of the annual operational plan ensuring the achievement of the Programme overall set targets, effectiveness and efficiency of NPA operations.
- Maintain operational planning and reporting systems.
- Manage processes of requesting task orders and tasking NPA operational assets in a timely and systematic manner.
- Provide operational reports including progress reports and monthly reports.
- Verify and approve NTS related reports, daily progress reports, land release completion, and suspension reports, to both NPA’s reporting system and the National Authority through IMSMA.
- Represent the Operations Manager and NPA at relevant stakeholder meetings and events.
- Liaise with national and local authorities for operational, logistic and administrative purposes.
