POSITION DETAILS Position Senior Technical Lead, Infrastructure Department: Information and Communications Technology (ICT) Location: Manila, Philippines Working Hours: 4pm – 1am Manila Time (may be adjusted depending on business needs) Reports to: Associate Director, Infrastructure POSITION SUMMARY The Sr. Technical Lead, Infrastructure will act as one of the leads for the ICT Infrastructure Team. He needs to direct himself and the team to ensure that the right people are doing the right things at the right times. He is also responsible for leading the entire team on balancing and prioritizing work for team optimization, process adherence, retraining etc. This position also serves as an integral member of the ICT team involved with ICT service delivery, as well as leading and collaborating on ICT standards and strategies. In addition, this position will lead efforts to monitor and report key metrics regarding the ICT infrastructure health status of project offices will act as the primary interface between the project ICT and HQ ICT.
POSITION RESPONSIBILITIES MAJOR RESPONSIBILITIES:
Management: Support major Incidents, escalations and RCAs if needed. Supervise resources across the ICT Infrastructure Team. Drive continuous improvement across the ICT Infrastructure Team. Responsible for SOP adherence and updates as necessary. Participate in Problem and Change Management. Responsible and accountable for reporting personnel issues to the Associate Director, Infrastructure. Accountable for escalating technical and facilities-related incidents and issues. Assist the Associate Director, Infrastructure with recruiting, training and other initiatives. Provide backup coverage for the Associate Director, Infrastructure. and other management tasks. Responsible for mentoring, coaching and developing other team members of the ICT Infrastructure Team. Technical: Provide leadership and technical expertise as part of a global ICT solutions team responsible for designing, delivering, and maintaining complex and critical ICT infrastructure and systems. This includes remote services, cloud servers/storage/virtualization deployments, wired and wireless networks, and cyber security assessments/validations. Demonstrate leadership and foster collaborative team approach and interact well with front line and management providing consultation and expert advice on systems and security related topics.
Provides technical leadership in the planning and implementation of additions and modifications to the supporting home office and project office infrastructure including the installation of server and networking hardware and operating systems software and other related software both on-premise and cloud based, as required. Leads in the planning and implementation of network security as established by the corporate ICT department to ensure that system access to data is restricted to authorized staff. Works with field project teams to help design and implement internal systems that comply and integrate with the corporate Infrastructure enterprise architecture strategies. Reports field ICT infrastructure status concerning risks, issues, and anticipated projects to the Associate Director, Infrastructure. Provide technical leadership with the administration of Winrock’s corporate infrastructure. Interacts with internal clients on all levels to help resolve ICT related issues and provides answers in a timely manner.
Provide subject matter expert (SME) technical expertise and responsibility for planning, monitoring, and technical support of the backup and restore functions within Winrock ICT. Provide subject matter expert (SME) technical expertise on cloud computing techniques and technologies and related cloud computing architectures. Advise, lead the ICT department and assist other business units and projects, with data integration and migration efforts, Research, evaluate, and deploy advanced cloud computing systems for internal clients. Evaluate network performance issues including availability, utilization, throughput, and latency. Ensure adequate data protection measures are in place and that these are tested on a regular basis. Take proactive steps to ensure an appropriate level of system availability and security. Leads risk and vulnerability assessment and risk mitigation analysis. Lead Security Compliance reporting. Establish, manage and administer ICT security policy and procedures to ensure preventive and recovery strategies are in place and minimize the risk of internal and external security threats.
POSITION QUALIFICATIONS
Education/Training/Qualification: Bachelor’s Degree in Computer Science/Engineering or related field. Master’s Degree is a plus. At least one of the following certifications: IT Infrastructure Certifications – ComTIA Network +, CCNA, CCNP, or Microsoft Cloud Certifications. Experience: 8+ years providing ICT services at firms with multinational presence with at least 800 employees. 8+ years of experience providing ICT services at firms that utilize hybrid (on prem and cloud) identity solution(s). 8+ years of experience with managing Microsoft Azure, Azure AD , Microsoft Windows servers, Windows Domains using Active Directory and Microsoft Office 365 products 8+ years of advanced experience at creating and modifying PowerShell scripts. 8+ years of experience with SQL database administration or management including experience optimizing Microsoft SQL databases and writing SQL queries. 8+ years of experience in managing CISCO/MERAKI Networking and Remote Access Management Experience in Microsoft SIEM implementation and management and SOC environment. Exposure to a variety of technologies such web application proxies, databases, LDAP and directory services, application servers, network infrastructure, and understanding of security and dataflow within these components.
Experience with diagnosing and troubleshooting system problems in a complex, heterogeneous systems environment leveraging, Active Directory Federation Services (ADFS), Web Application Proxy (WAP), application proxies, authentication web services, Kerberos constrained delegation, multi-factor authentication solutions Single Sign-on (SSO), OAuth, OpenID, SAML and Multifactor Authentication (MFA), and related. including experience supporting. Hands on experience using Microsoft Azure AD Connect or DirSync to synchronize identity data to cloud. Experience with AWS, and related cloud application infrastructure is a plus. Hands on experience using Microsoft Active Directory services at the Tier 3 level including group policy management. . Knowledge and understanding of Microsoft cloud synchronization concepts and tools that synchronize between Active Directory and Azure AD (AD Connect).
Experience implementing and/or managing Microsoft’s Forefront Identity Manager (FIM) and/or Microsoft Identity Manager (MIM) Thorough understanding of Microsoft’s hybrid identity solution concepts. Thorough understanding of Microsoft Domain concepts such as Domain/Forest trusts, Replication, NTFS/ACL permissions, Group Policies, etc. Experience with Microsoft Azure AD and Azure AD management, including scripting to manipulate AD objects using PowerShell. Additional scripting ability in various languages such as VBScript, JavaScript, JSON, or similar. SQL database administration and management and ability to write SQL queries. Working Knowledge of Exchange systems and attributes in AD, with related support experience. Excellent working knowledge in PKI / Certificate enrollment and architecture design and support. Thorough understanding of system and network including LAN/WAN device configuration (including routers and firewalls, TCP/IP Network Protocols, etc.), and computer security best practices.
Ability to work with minimal guidance and effectively manage a medium size computer network. Have collaborated with multi-cultural teams remotely working on multiple concurrent projects. Skills: Expert understanding of Office365/Azure cloud services. Integrating Microsoft services Familiarity with IT Security standards like CIS (Center for Internet Security) – preferred, ISO, NIST, PCI DSS, HIPAA, GDPR, FINRA, etc. Developing and implementing IT Disaster Recovery plans. Leading the IT Risk Management & Information Security aspects of IT. Ensuring compliance with Data Protection and Data Privacy regulations.
