Job Summary:

Senior Technical Officer HIV Community-Based Services is responsible for providing technical and programmatic assistance in HIV community-based services for the EpiC project. HIV community-based services include outreach for key populations; case finding and management across the HIV cascade; the introduction of innovations, and the use of information communications technologies (ICT4D). The menu of EpiC assistance is outlined in the EpiC package of direct service delivery and technical assistance support.

Under the guidance of the Technical Manager, Community-Based Services, the Senior Technical Officer, HIV Community-Based Services oversees HIV community-based strategies, interventions, CSO implementation and partnerships. S/he is responsible for (a) providing technical leadership, assistance and oversight on HIV community-based services; (b) ensuring the quality and use of data across community-based programming; (c) introducing community-based programmatic innovations in targeted sites; (d) contributing to the Indonesia evidence base in HIV outreach, (e) providing technical leadership, assistance and oversight on online HIV outreach and services through EpiC CSOs partner; S/he will also be responsible for carrying out deliverables outlined in quarterly workplans and ensuring that CSO performance milestones are achieved. S/He will facilitate coordination of all community-based services with provincial and district level GOI and CSO stakeholders.

The position will be based in Jakarta. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are actively encouraged to apply.

Accountabilities:

  • Responsible for the implementation, monitoring and oversight of EpiC HIV community-based services strategy
  • Together with Technical manager develop local strategies for related community-based services support at various level.
  • Develop, implement, and test HIV outreach innovations, in collaboration with other relevant teams.
  • Advance scientific evidence base for HIV community-based programming.
  • Responsible for the implementation, monitoring and oversight of PrEP, SNS, community-based screening as part of outreach innovations
  • Ensure the achievement of high-quality results/deliverables in accordance with the targets identified in the EpiC work plan and performance monitoring plan.
  • Coordinate with the Ministry of Health, Provincial Health Office, District Health office, Provincial AIDS Commission, District AIDS Commissions, and targeted CSOs to support direct service delivery and technical assistance for HIV community-based services.
  • Produce timely and accurate technical reports and materials, as required by the EpiC program.
  • Together with ICT and M&E team develop appropriate quality control and quality assurance systems for all aspects of HIV community-based services.
  • Advance technical leadership on the HIV cascade and facilitate community-facility linkages.
  • Work with relevant stakeholders to monitor all community-based service activities in the targeted districts and identify significant issues and provide recommendations to improve the EpiC program.
  • Oversee the technical outputs of any EpiC-supported consultants placed at provincial, district or site levels for community-based services.
  • Report regularly to the Technical Manager, Community-Based Services on progress, challenges, and status of EpiC HIV community-based service activities.
  • Lead appropriate local strategies for related community-based services support at the national, provincial and district levels.
  • Together with Technical Manager oversee the technical implementation of client-centered interventions of CSO partners to ensure that PLHIV receive essential care and continuous antiretroviral treatment.
  • Provide high quality on treatment literacy to PLHIV through CSO partners, including and not limited to the promotion of the benefits of U=U, treatment continuity, multi-month dispensing, home-based ART, viral load testing, etc. throughout the programmatic period.
  • Together with Technical Manager, responsible for the development of the annual and quarterly work plans, budgets, and all relevant reporting requirements related to HIV outreach and services in the EpiC program.
  • Ensure the achievement of high-quality results/deliverables in accordance with the targets identified in the EpiC work plan and performance monitoring plan.
  • Coordinate with the Ministry of Health, Provincial Health Office and Provincial AIDS Commission, CSOs and community groups in Jakarta to support direct service delivery and technical assistance for HIV community-based services.
  • Oversee the production of timely and accurate technical reports and materials, as required by the EpiC program.
  • Facilitate the development and utilization of appropriate quality control and quality assurance systems for all aspects of HIV outreach and services.
  • Represent EpiC at meetings and conferences as needed
  • Together with Technical Manager, directly manage a variety of EpiC Special Experts and consultants
  • Perform other relevant duties as assigned

Applied Knowledge & Skills:

  • Established knowledge and practice of HIV community-based services
  • Understanding of the HIV-related needs of key population groups in Indonesia, including female sex workers, men who have sex with men, PWID and transgender individuals, including partners of key population.
  • Experienced on supporting and implementing HIV community-based activities that reduce stigma and discrimination
  • Excellent and demonstrated outreach (includes outreach and case managed) and capacity building skills with some skills on project management
  • Understanding the most updated HIV program, such as treatment continuity, multi-month dispensing, home-based ART, Viral Load testing, U=U, PrEP, community-based screening and SNS.
  • Experienced and be part of the implementation of PrEP, community-based screening, SNS, treatment continuity, home-based ARV and U=U campaign to key populations and PLHIV.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia
  • Ability to exchange information and collaborate with colleagues and peers within and outside the organization/project
  • Ability to meet deadlines with strong attention to consistency, detail, and quality
  • Ability to travel within country or region and internationally if needed
  • Comprehensive knowledge and practice of online and social media interventions for at risk populations
  • Understands the HIV-related needs of key population groups in Indonesia, and has worked to support and implement HIV community-based activities that reduce stigma and discrimination
  • Excellent and demonstrated project management, supervisory and capacity building skills
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues among key populations in Indonesia
  • Experienced on supporting and implementing HIV community-based activities that reduce stigma and discrimination
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization/project
  • Ability to perform teamwork and prioritizing mutual and team interests over personal ones
  • Ability to perform and provide solution on conflict management

Minimum Requirements Standard:

  • Bachelor’s degree in relevant field (preferable social science, public health), Post-graduate is desirable.
  • At least 5 years of demonstrated key or priority population group technical expertise
  • Demonstrated capacity building, coordination and partnership experience
  • Fluent in Bahasa Indonesian; at least basic proficiency in both written and spoken English language
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
