The EIB, the European Union’s bank, is seeking to recruit for its Finance Directorate (FI), Planning and Settlement of Operations Department (PRO), Loan Administration and Reflows Division (LAR), Reflows and Partnership Administration Unit (RPA) at its headquarters in Luxembourg, a (Senior) Transaction Processing and Management Officer.

This is a full time position at grade 5/6 for which the EIB offers a permanent contract.

Panel interviews are anticipated for end of November/beginning of December 2023.

Purpose

The Unit drives the Bank’s lending reflows process and monitor incoming loan payments in order to ensure appropriate and timely allocation to the corresponding lending operations and manage cashflows of third party mandates, in accordance and in compliance with the applicable rules on repayments and the relevant AML regulation and BBPs.

Operating Network

As a (Senior) Transaction Processing & Management Officer you will report to the Head of Unit and you will work in close cooperation with other units within the Planning and Settlement of Operations Department (FI/PRO). You will also interact regularly with the front and middle office, namely Operations Directorate (OPS) and Portfolio Management and Monitoring Directorate (PMM). You will also have contacts with Financial Control (FC) for the accounting closure and reconciliation issues as well as with FI Coordination for TiPP, AML and compliance issues. In your role, you will act as the operational backup of the Head of Unit, autonomously executing key processes of various complexities, ensuring the overall quality of the unit’s output and compliance with the Bank’s policies and processes. You may act as a backup to the Head of Unit for all operational matters and actively represent the unit in relation to new projects/initiatives and other discussions relevant to the unit.

On regular basis, you will be in contact with EIB clients and you will communicate with financial counterparts (Borrowers, Banking counterparts), as well as liaise with internal and external auditors.

Accountabilities

  • Autonomously validate the allocations of incoming funds and take responsibility for handling the most complex cases (such as complex investigations and/or calculations on discrepancies) in collaboration with the relevant services and/or with clients.
  • Independently record and validate key tasks which require senior experience and indepth knowledge, typically focusing on complex finance contracts and higher risk counterparts and operations.
  • Actively engage in the training of newcomers to the team or rollout of new tasks/workflows to the team members, coach and provide guidance to more junior colleagues to solve issues on specific transactions.
  • Supervise the preparation, analysis and reporting of ad-hoc and regular statistics within or outside FI (e.g. regular management, compliance and MC reporting).
  • Represent and support the Head of Unit and/or Head of Division, upon request, on operational matters as well as on transversal initiatives and working groups in case of need
  • Establish an operating network internally to ensure appropriate internal co-operation and communication. Participate in Bank-wide projects representing the Unit upon the request of management; maintain relationships with internal/external counterparts, at all levels, represent the unit in working groups on new regulatory frameworks and financial products/systems.
  • Represent the unit in transversal initiatives including the digitalisation-related projects, drive the development and implementation of the process/workflow, ensure that the outcome incorporates the needs of the unit; Supervise the roll out of developments of information systems for the processing of transactions.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in a finance related field (i.e. Finance, Business Administration, Accounting, Economics or similar)
  • Minimum of 5 years of relevant professional experience gained in a financial institution, preferably either in an operational (lending) or related transaction management function or in a middle office/back office;
  • Knowledge and/or experience in project management, ideally in the context of business change, process automation or process migration, is required
  • Additional experience in compliance/regulatory related tasks within a financial institution, particularly in relation to payments within the context of AML/CFT would be a strong advantage
  • Sound knowledge of payments and SWIFT messaging system, especially MT 1xx, 2xx and 9xx; would be considered an advantage
  • Proficiency in standard IT applications, particularly in Excel and in the use of FK-CLM or other transaction processing systems
  • Excellent numerical skills
  • Knowledge of the Bank’s lending products offering and standard contractual clauses
  • Knowledge of best banking practices related to loan processing procedures and policies
  • Knowledge of reporting applications or statistical analysis experience will be considered an advantage;
  • Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages would be an advantage).

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
