The Green Climate Fund (GCF)—a critical element of the historic Paris Agreement—is the world’s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.
The Fund seeks to engage a Senior Transformation Advisor Consultant to carry out the tasks, duties, and responsibilities, deliver the set deliverables, and provide support to the hiring unit as detailed below. The consultant will join the GCF team on remote-based with an anticipated 4-5 trips to Songdo, South Korea. The assignment is for an initial 180 days over a 12-month period.

Role

GCF has begun its second replenishment period (GCF-2) from 2024 to 2027, underpinned by its Strategic Plan for the same period and the 50by30 vision announced by the Executive Director. Building on a substantial portfolio of more than 240 projects and over USD 13.5 billion in investments. The Fund has continued to grow and mature in terms of operational and institutional capacity. GCF is in a strong position to support developing countries in financing their climate ambitions and, under the new Executive Director, looks to build rapidly on the strong foundation that has been laid and deliver more efficiently and impactfully.

Reporting to the Executive Director, the Senior Transformation Advisor will be responsible for guiding and driving enterprise-wide transformation. The consultant’s primary responsibility is to strategize, execute and advise internal transformation initiatives, streamlining processes, and implementing innovative practices, with an emphasis on enhancing performance in the programming cycle as well as in institutional design. This role involves leading change management, fostering a culture that embraces transformation, and working collaboratively across all levels and departments to ensure alignment and coherence with the overall transformation objectives. The scope as outlined below is a broad menu of areas of focus. Specific priorities will be set by the Executive Director or delegate on an ongoing basis.

Duties and responsibilities

Under the supervision of the Executive Director, the Senior Transformation Advisor will work in consultation with staff in the context of evolving organizational structures and processes. The consultant will work on the following areas and other additional priorities as set out by the ED:

  • Developing and operationally supporting execution of a comprehensive transformation strategy that aligns with GCF’s objectives.
  • Supporting the Executive Director in leading and implementing change initiatives, ensuring that transitions are managed effectively across the enterprise, including on enterprise-wide systems, programming cycle and organizational design, amongst others.
  • Support the transition to a more fit-for-purpose operational model, especially around GCF procedures, particularly for countries with constrained administrative and technical capabilities.
  • Identify potential risks associated with transformation initiatives and develop mitigation strategies.
  • Supporting the Executive Director in fostering a culture that embraces change and transformation within the entire organisation.
  • Assist the ED and other SMT members as necessary in her work on matters relating to the functional business of GCF.
  • Undertake any other duties and responsibilities that may be assigned from time to time.

Required experience and qualifications

  • Minimum of 20 years of relevant professional experience in a senior leadership role within a well-recognised organisation, demonstrating a successful track record of strategic, enterprise-wide transformations. Previous experience of leading the office of the chief executive of international/multilateral institutions is strongly preferred.
  • Demonstrable expertise in spearheading and managing large-scale transformations, driving efficacy, agility, and innovative practices in the organization.
  • Proven success in designing and implementing organizational changes.
  • Effective leadership in coaching and mentoring roles, capable of fostering a culture of continuous learning and improvement, and empowering teams towards their journey of change.
  • Experience in HR transformations including organizational restructuring and implementation
  • Significant experience in the public, private and not-for-profit sectors, understanding the unique complexities and challenges within such organizations.
  • Familiarity of multilateral climate funds, project financing, and UNFCCC framework would be an advantage
  • Doctoral/Master’s degree in business administration, business management, economics, finance, sustainable development, or another relevant professional field.
  • Fluency in English is essential; knowledge of another UN language is an advantage
