This position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers you the opportunity to live and work in a truly international and multi-cultural environment. We also offer relocation support.

The EIB, the European Union’s bank, is seeking to recruit for its Group Corporate Services Directorate – Group Digital Office (GCS – GDO), Digital Transformation Office Division (DTO), Portfolio Management Office Unit (PMO), at its headquarters in Luxembourg, a (Senior) Value Management Officer*

This is a full-time position at grade 5/6 for which the EIB offers a permanent contract.

Purpose

Would you like to join the team’s journey to transform the traditional portfolio management into a value management driven project prioritisation. This key role should ensure that the Digital Transformation Programme brings value and benefits.

Operating Network

You will be part of the team that supports the EIB Group to convert traditional business and ways of working to digital ones, using the potential of modern technologies and data.

You will report report to the Head of Portfolio Management Office Unit.

In this role the incumbent will provide project portfolio management support to the Digital Transformation

Accountabilities

  • Review project requests and provide input and advice to ensure they all include clear definitions of expected benefits along with an accurate cost estimation
  • Take ownership of disseminating the knowledge and expertise in estimating and quantifying tangible business benefits by training project requesters
  • Closely monitor the benefit realisation as per the promises with the project request or business case
  • Provide management reporting juxtaposing benefits and their associated investments across the project portfolio
  • Develop, implement and report on metrics showing the progress and results of our journey into an agile-driven transformation
  • Develop, implement and report on metrics showing the progress and maturity in the data quality of our capacity planning and the follow up of the tool’s usage
  • Proactively support and act as an adviser to project managers, product owners and other stakeholders that are using the project management methodologies, procedures and tools throughout the project lifecycle
  • Coordinate and execute key PMO processes and enable Digital Transformation goals and objectives through the successful operation of the portfolio management function

Qualifications

  • University degree (minimum an equivalent to a Bachelor) preferably in the area of engineering, computer science or business/project management
  • At least 5 years of relevant professional experience in program management and project portfolio management, with a strong background in agile IT project management
  • In-depth experience with benefits estimation, documentation, realisation and reporting
  • Experience with project and portfolio management tools
  • Experience in organisational Agile transformation. Agile certification (e.g. SAFe, Scrum) would be considered an asset
  • Experience in digital transformation would be an asset
  • Experience in cloud-based solutions would be an asset
  • Experience in outsourcing agreements would be an asset
  • Project management certification (PM2, Prince 2, PMO/PMI) would be considered an asset
  • Excellent knowledge of English and/or French (**), with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
