1. Background and Purpose
Seychelles have requested support in relation with drafting a Regulation, under its Meteorological Act (2015), to formalise mechanisms to allow for direct cost-recovery of services delivered, and updating the Board of SMA in terms of membership and quorum to introduce flexibility and effectiveness in meetings and associated decision making. Whilst, the Authority currently has an objective to provide public good services and commercial services, i.e., under 6.(1) of the Meteorology Act, the Authority may “levy charges for the provision of any commercial services”, but the detailed Regulation is now required to formalize these mechanisms and powers.
The Regulation should enable and authorize SMA to (i) implement cost recovery mechanisms for services (following the principles and guidance in the WMO Guide to aeronautical meteorological services cost recovery), for aviation and any other sectors to be considered as cost recovery clients, as well as enable and authorize SMA to collect revenues from other clients for commercial products and services, (ii) update the details for the SMA Board in terms of the specified membership and the details surrounding the quorum for each Board meeting to help with flexibility and effectiveness of these meetings and associated decision making and (iii) address other issues identified by the Board of the Authority, based on the situation analysis, such as responsibilities for flood monitoring and forecasting, and use of acronyms relevant in the WMO and ICAO communities.
2. Deliverables at the end of the contract
The consultant will provide the following deliverables to WMO:
– July 2024: Inception report, with detailed methodology and plan;
– End July 2024: Situation analysis, assessment of the requirements and review of the current Act in relation to how it supports implementation of the SMA Strategic Plan 2024-2028;
– End-August 2024: Draft Regulation (for SMA review);
– October 2024 : Final Regulation;
– November 2024: Final Report with recommendations for future work (potentially updating the Act) links to all deliverables and detailed recommendations for follow-up.
3. Reporting and coordination
– WMO representative for East and Southern Africa (Hlobsile Sikhosana);
– Project manager for CREWS SWIO (Jean-Baptiste Migraine);
– Permanent Representative of Seychelles with WMO (Vincent Amélie)
– SMA quality manager and CREWS focal point (Marie-Eve Denis);
– WMO consultants (Aileen Semple for Strategic Planning, Alice Soares for Technical Coordination).
QUALIFICATIONS | ||
Education Degree in meteorology, law, business administration or a field relevant to supporting the regulatory framework of national meteorological and hydrological services (NMHSs). |

Experience 15 years of experience in supporting legal or institutional aspects of Seychellean Authorities; experience with Seychelles Meteorological Agency (SMA) would be considered a plus. |

Other requirements The selection among qualified candidates will be based upon: – Relevance of education; – Experience in the same area of expertise; – Availability during the proposed period. |

Languages Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.) |
